Роль політичної компетентності громадян у процесі інституціоналізації груп інтересів

Abstract

The article is devoted to determining the role of the political competence of citizens in the process of institutionalization of interest groups. It has been noted that the political competence of citizens is one of the conditions for democratization in Ukraine. It is in the democratic political system that interest groups form public, legal, and communicative mechanisms of interaction with the power. Democratic interaction requires an appropriate level of political competence from citizens, institutionalized interest groups, and representatives of public power. Political competence is associated with the ability to make a choice because in the conditions of a democratic political system, each decision has several alternatives. The factors affecting the level of political competence of citizens have been identified. They include: 1) the formation of a network society when networks replace the hierarchical organization of interaction between the power and interest groups. For networks that form their own information fields, there are no longer authorities determined by the place in the hierarchy; 2) the growing role of information in general and Internet communications in particular. It is about the transition from the dominance of traditional media (television, radio, press) in the process of forming the political competence of citizens to Internet communications; 3) the influence of public intellectuals on the level of political competence of citizens, interest groups and representatives of public authorities. Institutionalized groups of public intellectuals in Ukraine use social networks and Internet communications to publish appeals and open letters that influence public opinion through rational argumentation. In order to increase their level of political competence, citizens should look for alternative sources of information, during election campaigns get acquainted with the programs of parties and candidates, evaluate their history and political trajectories, participate in discussing the activities of interest groups with other citizens in the domain of everyday interaction and social networks, critically comprehend the actions of the government and the opposition, participate in political events. It has been substantiated that increasing the level of political competence of citizens should contribute to the resolution of one of the main conflicts associated with the institutionalization of interest groups – the conflict between private and public interest. Interest groups clearly define their needs and find the means to implement them in public policy. The political competence of citizens makes it possible to force interest groups to coordinate their activities with civil society and take into account the presence of public interest. Статтю присвячено визначенню ролі політичної компетентності громадян у процесі інституціоналізації груп інтересів. Відзначено, що політична компетентність громадян є однією із умов демократизації в Україні. Адже, саме у демократичній політичній системі групи інтересів утворюють публічні, правові та комунікативні механізми взаємодії із владою. Демократична взаємодія потребує відповідного рівня політичної компетентності від громадян, інсититуціоналізованих груп інтересів та представників публічної влади. Політичну компетентність пов’язують із здатністю робити вибір, адже в умовах демократичної політичної системи кожне рішення має декілька альтернатив. Визначено фактори, які впливають на рівень політичної компетентності громадян. До них належать: 1) формування мережевого суспільства, коли мережі приходять на зміну ієрархічній організації взаємодії між владою та групами інтересів. Для мереж, які утворюють власні інформаційні поля, більше не існує авторитетів, обумовлених місцем в ієрархії; 2) зростання ролі інформації у цілому та інтернет-комунікацій, зокрема. Йдеться про перехід від панування традиційних медіа (телебачення, радіо, преса) у процесі формування політичної компетентності громадян до інтернет-комунікацій; 3) вплив публічних інтелектуалів на рівень політичної компетентності громадян, груп інтересів та представників публічної влади. Інституціоналізованими групами публічних інтелектуалів в Україні використовуються соціальні мережі та інтернет-комунікації задля публікації звернень та відкритих листів, які впливають на громадську думку за допомогою раціональної аргументації. З метою підвищення рівня політичної компетентності громадяни мають шукати альтернативні джерела інформації, під час виборчих кампаній знайомитись із програмами партій та кандидатів, оцінювати їх історію та політичні траєкторії, брати участь у обговоренні діяльності груп інтересів з іншими громадянами у просторі повсякденної взаємодії та соціальних мережах, критично осмислювати дії уряду та опозиції, брати участь у політичних заходах. Обґрунтовано, що підвищення рівня політичної компетентності громадян має сприяти розв’язанню одного із головних конфліктів, пов’язаних із інституціоналізацію груп інтересів. Конфлікту між приватними та суспільним інтересом. Адже, групи інтересів чітко визначають свої потреби та знаходять засоби їх реалізації у публічній політиці. Політична компетентність громадян дозволяє примусити групи інтересів узгоджувати свою діяльність із громадянським суспільством та враховувати наявність суспільного інтересу.
