Технології е-урядування та особливості їх впровадження у політико-управлінський процес в Україні

Abstract

The trends in the development of e-government in Ukraine at the beginning of the twenty-first century are analyzed public policy. However, it should be noted that the regulatory framework is an important component of the e-government system. The issue of the development of electronic technologies and their implementation in the political and administrative process has become especially relevant in the world, and in Ukraine in particular, in the context of the COVID-19 pandemic and the Russian-Ukrainian war. The author defines the concept of e-government and its main tasks in accordance with the Concept of e-Government Development in Ukraine. They are analyzed the indicators of e-government development in Ukraine according to the global E-Government Development Index from 2014 to 2022 and presented them in a diagram. It is noted that the trend towards Ukraine’s leadership in the development of e-government continues. The mechanisms of e-interaction are revealed: unilateral, interactive and transactional. The introduction of e-interaction mechanisms and e-government technologies at the local level will help establish effective cooperation between public authorities and local governments, and increase the activist culture of citizens. The author outlines the models of e-government development in countries that have already successfully used the experience of e-government. It turns out that the e-Gov 3.0 model is the latest Web 3.0 technology, i.e., the smart grid technology that has been most successfully implemented in the management process of developed countries. The introduction of e-technologies in the management process and public policy contributes to the activist culture of citizens and the development of e-democracy as a requirement of the present. The article outlines the shortcomings/barriers in the development of e-technologies and their implementation in the political and administrative process in Ukraine. Проаналізовано тенденції розвитку електронного урядування в Україні на початку ХХІ століття. Акцентовано увагу на тому, що важливою складовою у формуванні системи електронного урядування є нормативно-правова база. Особливої актуалізації питання розвитку електронних технологій та їх впровадження у політико-управлінський процес у світовій практиці, та й в Україні зокрема, набуло в умовах пандемії COVID-19 та російсько-української війни. Визначено поняття електронного урядування та його основні завдання відповідно до Концепції розвитку електронного урядування в Україні. Проаналізовано індекси розвитку е-урядування в Україні за світовим рейтингом E-Government Development Index з 2014 року по 2022 рік та відображено у діаграмі. Відзначено, що зберігається тенденція до лідерства України у розвитку електронного урядування. Розкрито механізми е-взаємодії : односторонні, інтерактивні та трансакційні. Зауважено, що впровадження механізмів е-взаємодії, технологій електронного урядування на місцевому рівні сприятиме налагодженню ефективної співпраці між органами державної влади та місцевого самоврядування, підвищенню активістської культури громадян. Окреслено моделі розвитку електронного урядування в країнах, які вже використовують успішно досвід е-урядування. Відзначено, що модель eGov 3.0. є новітньою технологією Web 3.0, тобто технологія “розумної” мережі, яка реалізовується найспішніше в управлінському процесі розвинутих країн світу. Зауважено, що впровадження е-технологій в управлінський процес, публічну політику сприяє підвищенню активістської культури громадян, сприяє розвитку електронної демократії як вимоги сьогодення. Окреслено недоліки/бар’єри у розвитку е-технологій та впровадження їх в політико- управлінський процес в Україні.
