Вступ України до НАТО як основа формування європейської системи колективної безпеки

Abstract

The article highlights the security aspects of international relations in Europe in the context of Russian aggression against Ukraine. It has been established that the objective impossibility of Ukraine’s rapid integration into full membership in the European Union turns it into a platform for constant clarification of relations between the West and Russia. In such a situation, a very important factor is the adoption by Ukraine of relevant regulatory and legal acts of a security nature, which would fully meet all the challenges of modern times. The topic of this study is more relevant today than ever, because Russia’s regular encroachments on the sovereignty of Ukraine threaten not only our state, but also the collective security of Europe in general. Therefore, the purpose of the article is to research the search for a new post-war model of security guarantees for Ukraine and the reform of the modern European collective security system. To achieve the goal of the research, a system of methods was applied, in particular: objectivity, complexity, historicism, as well as systemic, comparative, problem-chronological methods, etc. In the process of research, as results, the main options for Ukraine’s search for a new model of the formation of the European system of collective security for the stabilization of international relations after the military defeat of Russia and the victory of Ukraine were considered. Formulated from the proposed options as the most desirable and acceptable option for our country – the option of Ukraine’s actual accession to NATO with the preliminary de-occupation of all captured territories of Ukraine, including Donbas and Crimea, and access to the state borders in 1991. Options for the creation of various collective security organizations and Ukraine’s entry into them were also considered. У статті висвітлюються безпекові аспекти міжнародних відносин у Європі в контексті російської агресії проти України. Встановлено, що об’єктивна неможливість швидкої інтеграції України до повноцінного членства в Європейському Союзі перетворює її на майданчик для постійного з’ясування відносин між Заходом і Росією. У такій ситуації дуже важливим фактором є прийняття Україною відповідних нормативно-правових актів безпекового характеру, які б повністю відповідали всім викликам сучасності. Тема цього дослідження є сьогодні як ніколи актуальною, адже регулярні посягання Росії на суверенітет України загрожують не лише нашій державі, а й колективній безпеці Європи загалом. Тому метою статті є дослідження пошуків нової післявоєнної моделі гарантій безпеки для України та реформування сучасної системи колективної безпеки Європи. Для досягнення мети дослідження було застосовано систему методів, зокрема: об’єктивності, комплексності, історизму, а також системний, компаративний, проблемно-хронологічний методи та ін. У процесі дослідження, як результати, було розглянуто основні варіанти пошуку Україною нової моделі формування європейської системи колективної безпеки для стабілізації міжнародних відносин після військової поразки Росії і перемоги України. Сформульовано із запропонованих варіантів як найбільш бажаний і прийнятний варіант для нашої держави – варіант фактичного вступу України до НАТО з попередньою деокупацією усіх захоплених територій України, включаючи Донбас та Крим, і виходом на державні кордони 1991 року. Розглянуто також варіанти створення різних організацій колективної безпеки та входу України в них.
