Ініціативи міського голови Одеси П. О. Зеленого на сторінках «Известий Одесской городской думы» (1898–1905)

Abstract

У статті на основі матеріалів газети «Известия Одесской городской думы» досліджено пропозиції Павла Зеленого Одеській міській думі протягом його перебування на посаді одеського міського голови у 1897–1905 рр. Зокрема, розглянуті пропозиції у сфері покращення благоустрою міста та удосконалення роботи міських служб: розширення доріг, управління водогоном, реформування пожежної служби та ін. Також розглянуто пропозиції П. Зеленого щодо розвитку в місті освіти, охорони здоров’я та культури, в тому числі покращення роботи лікарень, організації боротьби з епідеміями, надання стипендій від міської думи учням, поповнення експозиції міських музеїв, будівництво нової будівлі міської бібліотеки, заснування міської друкарні та ін. Вказано на ініціативи міського голови в сфері благодійності, організації в місті ювілеїв, вшанування пам’яті визначних постатей та ін. Окремо розглянуто ініціативи П. Зеленого, що втілилися у відповідні звернення міської думи до органів державної влади та земського самоврядування. Зроблено висновок про різнобічність та загальну прогресивність пропозицій міського голови П. Зеленого. In the article were examined the proposals of Pavlo Zelenyi to the Odessa City Duma during his tenure as the Odessa city mayor in 1897–1905 based on the materials of the «Odessa City Duma News» newspaper. In particular, the proposals in the area of improving the city’s landscaping and perfectibility the work of city services are considered such as: road expansion, water management, fire service reform, etc. The proposals of Zelenyi P. for development in the city of education, health care and culture were also considered: including improvement of work of hospitals, organization of struggle against epidemics, grant of scholarships to the students by the City Duma, replenishment of city museums exposition, construction of new city library building, foundation of the city printery and others. It was pointed to the initiatives of the Mayor in the field of charity, organization of jubilees in the city, honoring the memory of prominent figures, etc. Separately the initiatives of Zelenyi P. embodied in the relevant City Duma applications to the state authorities and zemstvo self-government were considered. The conclusion about the versatility and general progressiveness of the Mayor Zelenyi P. proposals was made.
