Трансформація місця та ролі неурядових організацій у політичному процесі України

Abstract

Стаття присвячена дослідженню актуальної проблематики взаємодії неурядових організацій з іншими елементами політичної системи сучасної України. Наявність розгалуженої системи неурядових організацій є запорукою демократизації суспільно-політичних відносин, побудови громадянського типу політичної культури та підвищення ефективності політичної системи суспільства загалом. Неурядові організації є важливою складовою частиною демократичної політичної системи і здійснюють комунікацію з іншими її складниками. У рамках української політичної системи неурядові організації відіграють здебільшого допоміжну роль у взаємодії з політичними партіями. Політичні партії можуть залучити громадські організації з метою розширення власного електорального поля, відкритої або прихованої агітації, застосовувати у своїй діяльності аналітичні структури неурядових організацій, залучати до діяльності громадських активістів та ін. Особливо яскраво ці тенденції проявляються на локальному рівні. Водночас більшість національних, а тим більше міжнародних організацій мають ознаки незалежності, а інколи і самі становлять фундамент партійних структур. У рамках українського політичного процесу доволі багато прикладів, коли неурядова організація перетворювалась на політичну партію. Актуальність роботи полягає в необхідності дослідження трансформації місця та ролі неурядових організацій у сучасному політичному процесі. Автор робить висновок, що найбільш важливими є процеси комунікації неурядових організацій із такими елементами політичної системи, як органи державної влади та місцевого самоврядування, політичні партії та інші неурядові організації (які можуть мати локальний, національний та міжнародний рівень). The article is devoted to the study of topical issues of interaction of non-governmental organizations with other elements of the political system of modern Ukraine. The existence of an extensive system of non-governmental organizations is a guarantee of democratization of socio-political relations, building a civic type of political culture and increasing the efficiency of the political system of society as a whole. Non-governmental organizations are an important component of a democratic political system and communicate with other components. Within the Ukrainian political system, NGOs mostly play a supporting role in interacting with political parties. Political parties may involve public organizations in order to expand their own electoral field, open or covert agitation, use analytical structures of non-governmental organizations in their activities, involve public activists in their activities, and others. These trends are especially pronounced at the local level. At the same time, most national, and even more so international, organizations have signs of independence, and sometimes they themselves form the foundation of party structures. Within the Ukrainian political process, there are many examples of a non-governmental organization turning into a political party. The urgency of the work lies in the need to study the transformation of the place and role of non-governmental organizations in the modern political process. To date, there is a fairly wide range of interaction between NGOs and public administration. The main forms of influence are lobbying, public consultations, public control, etc. But for these forms to be effective, openness, publicity, ethics, institutional capacity and accountability are needed on both sides of the process. On the example of the Ukrainian political system, it can be noted that this interaction is gradually improving, but still has some shortcomings. The author concludes that the most important are the processes of communication of nongovernmental organizations with such elements of the political system as public authorities and local governments, political parties and other non-governmental organizations (which may have local, national and international levels).
