Інформаційна детермінанта сучасного цивілізаційного процесу

Abstract

Стрімкий перебіг глобалізаційних процесів у сучасному світі посилює значущість інформації та інфокомунікаційних технологій, які дозволяють максимально активізувати інформаційний обмін. Доступність цих технологій дає можливість окремому індивідові, соціальній групі та суспільству в цілому стати учасником глобального інформаційного простору. Впровадження інформаційних технологій призводить до інформатизації суспільства, що у свою чергу служить передумовою переходу світового співтовариства до якісно нової стадії суспільного розвитку, тобто до інформаційного суспільства. Суспільство як соціальна система являє собою сферу взаємодії, стан якої визначається різними соціокультурними факторами і процесами. В умовах сучасного етапу цивілізаційного розвитку соціосфера конкретного суспільства детермінується техносферою та інфосферою, які зумовлюють соціокультурні трансформації кожного структурного рівня і продукують віртуальний простір. Характер соціального впливу в умовах становлення інформаційного суспільства зумовлений різними процесами, що впливають на соціальну взаємодію. У контексті соціально-філософської парадигми сучасне суспільство характеризується як інформаційне, навіть незважаючи на те, що становлення даного типу соціального устрою притаманне невеликій кількості країн із розвиненим інформаційним потенціалом. Цей вид соціальної організації є закономірним етапом розвитку техногенної цивілізації, оскільки він не тільки корелює з відповідним рівнем науково-технічного прогресу, а й визначає подальшу цивілізаційну динаміку. Узагальнюючи погляд на сутність інформаційного суспільства та його базових соціокультурних детермінант, слід зазначити, що інформаційне суспільство – тип суспільного устрою, де інформація стає фактором інтенсифікації соціокультурних трансформацій. Соціокультурні детермінанти, що зумовлюють становлення інформаційного суспільства, ініціюють зміни у сучасному світі. Вони стосуються фактично всіх сторін життя суспільства, впливають на свідомість і поведінку людей, змінюють темп і стиль життя. Науково-технічна революція ускладнює завдання управління соціальними процесами, ставить перед людством нові, безпрецедентні проблеми. У цих умовах вирішальним фактором виявляється здатність суспільства до широкого регулювання свого розвитку. Враховуючи вплив техніки на діяльність людини та суспільство, сучасну цивілізацію характеризують у тому числі і як техногенну. Посилення динаміки соціокультурних трансформацій, зумовлених становленням інформаційного суспільства, викликано такими чинниками: по-перше, інформаційна зумовленість сучасного суспільного розвитку збільшує інформаційні потреби всіх елементів соціуму; по-друге, виникає інформаційний ринок, в інформаційну сферу робляться інвестиції; по-третє, зросли технологічні можливості отримання, зберігання, передачі і використання інформації внаслідок інтенсивного поширення інформаційних технологій та подальшого процесу інформатизації. Це актуалізує проблему зміцнення інформаційного потенціалу суспільства. В умовах прискореного динамізму суспільних змін різко зростає потреба в оперативному доступі до інформації. Інформація – це один з основних ресурсів інформаційного суспільства, у зв’язку з чим загострюється проблема коректності, точності інформації та адекватності знання. Низький їх ступінь можна пояснити більшою рухливістю соціального і культурного життя, її швидкою мінливістю і, як результат, складністю фіксації всього, що відбувається. Різке зростання обсягу інформації супроводжується посиленням вимог до її якості. The rapid progress of globalization processes in the modern world enhances the importance of information and infocommunication technologies that allow to maximize information exchange. The availability of these technologies enables an individual, social group and society as a whole to become a participant in the global information space. The introduction of information technology leads to the informatization of society, which, in turn, is a prerequisite for the transition of the world community to a qualitatively new stage of social development, that is, the information society. Society as a social system is a sphere of interaction, the state of which is determined by various socio-cultural factors and processes. In the current stage of civilizational development, the sociosphere of a particular society is determined by the technosphere and infosphere, which determine the sociocultural transformations of each structural level and produce virtual space. The nature of social influence in the conditions of formation of the information society is caused by various processes that influence social interaction. In the context of the socio-philosophical paradigm, modern society is characterized as informational, even though the formation of this type of social system is inherent in a small number of countries with advanced information potential. This type of social organization is a natural step in the development of technogenic civilization, because it not only correlates with the appropriate level of scientific and technological progress, but also determines the further civilizational dynamics. Summarizing the view of the essence of the information society and its basic socio-cultural determinants, it should be noted that the information society is a type of social system where information becomes a factor in the intensification of socio-cultural transformations. The socio-cultural determinants that shape the emergence of the information society are the initiators of change in the modern world. They affect, in fact, all aspects of society, affect the consciousness and behavior of people, change the pace and lifestyle. The scientific and technological revolution complicates the task of managing social processes, poses new, unprecedented problems for humanity. In these circumstances, the decisive factor is the ability of society to broadly regulate its development. Given the influence of technology on human activities and society, modern civilization is characterized, including as man-made. Strengthening the dynamics of socio-cultural transformations caused by the formation of the information society is caused by the following: first of all, the information conditionality of modern social development increases the information needs of all elements of the society; Third, the technological capacity to obtain, store, transmit and use information has increased as a result of the intensive dissemination of information technologies and the subsequent process of informatization. This actualizes the problem of strengthening the information potential of society. In the context of accelerated dynamism of social change, the need for rapid access to information sharply increases. Information is one of the main resources of the information society, which is exacerbated by the problem of correctness, accuracy of information and adequacy of knowledge. Their low degree can be explained by the greater mobility of social and cultural life, its rapid variability and, as a result, the difficulty of fixing everything that happens. The sharp increase in the volume of information is accompanied by an increase in requirements for its quality.
