Активизация научно-интеллектуального потенциала в обеспечении устойчивого органичного подьёма

Abstract

Мета матеріалу – осмислення активізації науково-інтелектуального потенціалу як суспільного чинника забезпечення сталого техніко-технологічного і соціально-економічного підйому. У нових умовах суспільна безпека міцно залежить від своєчасності розвитку. Цінності знання і взаємодопомоги/кооперування – базові для безпеки і розвитку протягом усієї історії. Але їхня роль кардинально зростає з посиленням значення «розумного суспільства», особливо зачіпаючи пріоритетність центрів виробництва, обробки, осмислення, передачі, поширення знань. Потрібна дійсна пріоритетність освітньо-науково-виробничого комплексу, подолання тенденцій до деіндустріалізації і контрмодерну. Період чергового межпарадигмального транзиту в глобальному масштабі розширює можливості впливу на рівень подальшої довгострокової орбіти. Методи дослідження об’єднують аналіз і синтез, історичний і логічний підходи, вибір загальних і спеціальних характеристик у статичних умовах суспільства і в його розвитку, зокрема в постмодерністських умовах. Результати роботи включають в себе заперечення потенціалу використання аграрного комплексу, туристичних можливостей або транзитної позиції (без сумніву, важливих) як основи в нових умовах для довгострокового гармонійного підйому і навіть для дійсного суверенітету. Період форсованих змін не тільки концентрує в собі багатоликість перехідних і парадигмальних, формальних і змістовних протиріч розвитку, але й вимагає підготовки: саме в масовому порядку – людей, готових відповідально стикатися у своєму повсякденному житті з необхідністю вирішення завдань світоглядного масштабу і проявляти при цьому розумну ініціативу. Відбуваються зміни не тільки окремих соціально-політичних інститутів, а і всього культурного середовища. Світові трансформації мають кардинальний характер, що незмірно піднімає планку вимог до методології освіти й управління. Формування структури суспільства пізнання вимагає акцентування методів стимулювання як індивідуальної поведінки, так і бажаних суспільних змін – як основного ресурсу організаційно-управлінських відносин. Стратегічною проблемою під час освоєння перспектив є висунення і культивування Надпроекту, що забезпечує творчу спрямованість кристалізації перспектив, підтримує ідентичність і суверенітет, гуртуючи і мотивуючи на реалізацію малих проектів проривного рівня. Завдання управлінських композицій – динамічний баланс стратегії, тактики та оперативного мистецтва суспільних змін при консолідації стійкості моральної основи суспільства і максимізації діапазону просоціального інноваційного пошуку. The purpose of the material is to comprehend the intensification of scientific and intellectual potential as a society’s factor of ensuring a stable technological, social and economic upsurge. In the new conditions, public safety depends strongly on the timeliness of development. The values of knowledge and mutual assistance / cooperation are fundamental for security and development throughout history. But their role dramatically increases with the increasing importance of «smart society», especially affecting the priority of centres of production, processing, understanding, transmission, dissemination of knowledge. The actual priority of the educational-scientific-production complex, overcoming the tendencies towards de-industrialization and counter-modernity are required. The period of the next interparadigmal transit on a global scale expands the possibilities of influencing the level of further long-term orbit. Research methods combine analysis and synthesis, historical and logical approaches, the choice of general and special characteristics in the static conditions of society and in its development, in particular in post-modern conditions. The results of the work include the denial of the potential for using the agricultural complex, tourist opportunities or a transit position (undoubtedly important) as the basis in the new conditions for long-term harmonious recovery and even for real sovereignty. The period of forced changes not only concentrates the multifaceted nature of the transitional and paradigmal, formal and substantial contradictions of development, but also requires preparation: it is on a mass scale – people who are ready to face in their daily lives the need to solve problems of a worldview scale and take reasonable initiative. Changes are taking place not only in individual socio-political institutions, but also in the entire cultural environment. World transformations are cardinal in nature, which immeasurably raises the bar for requirements on the methodology of education and management. The formation of the structure of a knowing society requires emphasis on methods of stimulating both individual behaviour and desirable social changes – as the main resource of organizational and managerial relations. A strategic problem in mastering prospects is the promotion and cultivation of a Super-project, which provides a creative focus on crystallization of prospects, supports identity and sovereignty, rallies and motivates small breakthrough projects. The task of managerial compositions is a dynamic balance of strategy, tactics and operational art of social change while consolidating the stability of the moral foundation of society and maximizing the range of pro-social innovative search.
