Адміністративний ресурс як недемократичне явище сучасного політичного процесу

Abstract

В дисертаційному дослідженні було розглянуто та проаналізовано основні підходи до визначення сутності адміністративного ресурсу. Простежено процес еволюції адміністративного втручання та здійснено періодизацію використання даної деструктивної технології в українській виборчій практиці. У роботі здійснено кваліфікаційний вимір адміністративних важелів впливу на електорат, з’ясовано основні форми, стилі та механізми його застосування під час виборчих кампаній. Проаналізовано вплив адміністративного ресурсу на процес волевиявлення громадян України під час президентських, парламентських та місцевих виборчих каденцій. З’ясовано особливості застосування адміністративного ресурсу в Російській Федерації та Республіці Білорусь. The research focuses on administrative resource as undemocratic phenomenon of the modern political process. For its comprehensive characteristics of the complex politological science analysis of domestic and foreign sources is carried out. The main approaches on determining the essence of administrative resource are reviewed and analyzed in the thesis. The process of evolution of administrative interference is traced and a division into periods of the use of this destructive technology is carried out in Ukrainian electoral practice. The qualifying measure of administrative levers of influence the electorate is carried out, basic forms, styles and mechanisms of its use are found out during hustings. The influence of administrative resource on the process of will of citizens of Ukraine is analysed during the presidential, parliamentary and local election cadences. The pecularities of the use of administrative resource in the Russian Federation and in the Republic of Belarus are defined.
