Транскордонне співробітництво України з Балто-Чорноморськими сусідами у форматі єврорегіонів

Abstract

Актуальність цього дослідження визначається роллю, яку єврорегіони відіграють у транскордонному співробітництві з Україною. В умовах розширення і зміцнення взаємин України та її Балто-Чорноморських сусідів у контексті гарантії безпеки європейського простору питання транскордонного співробітництва суміжних регіонів України з Балто-Чорноморськими країнами набуває вагомості. Завдяки співпраці України з Балто-Чорноморськими сусідами у форматі єврорегіонів будуть створені стійкі комунікаційні зв’язки не лише з метою вирішення спільних нагальних регіональних питань, а й задля поліпшення кооперації з метою захисту територіального суверенітету проти російської агресії. До того ж, оскільки більшість країн Балто-Чорноморського регіону вже є повноцінними членами Євросоюзу, транскордонне співробітництво є важливим, аби Україна змогла швидше наблизитися до стандартів ЄС. Метою дослідження є комплексний аналіз транскордонного співробітництва України з Балто-Чорноморськими сусідами у форматі єврорегіонів задля гарантії безпеки європейському простору та узгодженого вирішення спільних регіональних проблем. У процесі дослідження автор використовував такі наукові методи: • системний, який дав змогу дослідити поняття транскордонного співробітництва як систему взаємопов’язаних структурних елементів; • історичний, за допомогою якого було встановлено хронологічну послідовність транскордонного співробітництва України з єврорегіонами; • структурно-функціональний, використання якого дало змогу дослідити феномен єврорегіонів, встановити взаємозв’язок між ними та поняттям транскордонного співробітництва, визначити функції транскордонного співробітництва; • компаративний, який дав змогу порівняти програми транскордонного співробітництва за участі України. У результаті дослідження було виявлено, що основними програмами транскордонного співробітництва України з країнами Балто-Чорноморського регіону є формати Польща – Білорусь – Україна, Угорщина – Словаччина – Румунія – Україна та Румунія – Україна – Молдова, з’ясовані основні пріоритети та напрями співпраці, а також досліджені аспекти кооперації, що сприяють покращенню стану безпеки на кордонах. Також були зазначені вигоди, які Україна та країни Балто-Чорноморського регіону отримують від співробітництва у форматі єврорегіонів. The relevance of this study is determined by the role that Euroregions play in cross-border cooperation with Ukraine. With the expansion and strengthening of relations between Ukraine and its Baltic-Black Sea neighbours in the context of guaranteeing the security of the European space, the issue of cross-border cooperation of neighbouring regions of Ukraine with the Baltic-Black Sea countries is becoming increasingly important. Due to Ukraine’s cooperation with the Baltic-Black Sea neighbours in the format of Euroregions, stable communication links will be established not only to resolve common urgent regional issues, but also to improve cooperation in order to protect territorial sovereignty against Russian aggression. In addition, as most countries in the Baltic-Black Sea region are already full-fledged members of the European Union, cross-border cooperation is important for Ukraine to move closer to EU standards. The aim of the study is a comprehensive analysis of Ukraine’s cross-border cooperation with the Baltic-Black Sea neighboгrs in the format of Euroregions in order to ensure the security of the European space and a coherent solution of common regional problems. In the course of research the author used the following scientific methods: • systemic, which made it possible to explore the concept of cross-border cooperation as a system of interconnected structural elements; • historical, with the help of which the chronological sequence of Ukraine’s cross-border cooperation with Euroregions was established; • structural and functional, the use of which allowed to study the phenomenon of Euroregions, to establish the relationship between them and the concept of cross-border cooperation, to determine the functions of cross-border cooperation; • comparative, which made it possible to compare cross-border cooperation programs with the participation of Ukraine. As a result of research, the main programs of cross-border cooperation between Ukraine and the Baltic-Black Sea region have been revealed. There are three formats Poland ‒ Belarus ‒ Ukraine, Hungary ‒ Slovakia ‒ Romania ‒ Ukraine and Romania ‒ Ukraine ‒ Moldova, the main priorities and areas of cooperation have been clarified, and aspects of cooperation that contribute to improving border security have also been explored. The benefits that Ukraine and the countries of the Baltic-Black Sea region receive from cooperation in the format of Euroregions have been also mentioned.
