Особливості виборчих технологій в Україні

Abstract

Особливості виборчих технологій в Україні зумовлені значними соціально- економічним та політичними змінами, що відбулися в державі наприкінці ХХ ст. Ці трансформаційні процеси поставили перед Україною завдання пройти в стислі строки шлях, який у розвинених країнах тривав століттями. Недостатній рівень розвитку громадянського суспільства, неналежна політична культура політиків, низький рівень свідомості громадян призвели до явищ нечесності та непрозорості у виборчих кампаніях. Метою статті є з’ясування сутності виборчих технологій та визначення особливостей їх застосування в Україні. Для реалізації визначеної мети було використано системний підхід, який дав змогу розглядати виборчі технології як складник політичної системи з урахуванням їх еволюції, історичного розвитку, взаємодію з різними політичними явищами і процесами. За допомогою історичного принципу та принципу науковості вдалося дослідити еволюцію виборчих технологій. Здійснено історичний аналіз розвитку виборчих технологій, де, зокрема, вказано, що вони пройшли шлях газетної, телевізійної та цифрової епох. Вказано класифікацію виборчих технологій відповідно до їхніх правових та етичних норм і стандартів. Так, виборчі технології поділяються на «білі», «чорні» та «сірі». Особливістю нових демократичних країн, у тому числі і України, є широке використання «чорних» та «сірих» виборчих технологій, які належать до незаконних або до тих, що суперечать загальноприйнятим нормам моралі. Оскільки такий вид технологій може значно впливати на результати вборів, політичні сили намагаються максимально його використовувати. За результатами дослідження зроблено висновки про те, що розвиток політичних технологій відбувається за демократичного характеру політичної системи, бо саме в її умовах є реальна можливість вибору. Оскільки без виборчого процесу сучасна демократія не може існувати, то подальша демократизація суспільства та розвиток інституту виборів допомагають у формуванні в країні повноцінного політичного ринку. Вивчення виборчих технологій є важливим внеском у дослідження процесів українського державотворення. Розуміння змісту та особливостей виборчих технологій є необхідною потребою у вдосконаленні та підвищенні ефективності політичної влади та сучасного державного управління. The article analyzes the peculiarities of electoral technologies in Ukraine, which are due to significant socio-economic and political changes that took place in the country in the late twentieth century. These transformation processes have set Ukraine the task of passing short time the path that in the developed countries that has lasted for centuries. Insufficient level of civil society development, inadequate political culture of politicians, low level of consciousness of citizens have led to the phenomena of dishonesty and opacity in election campaigns. The purpose of the article is clarifying the essence of electoral technologies and determining the peculiarities of their application in Ukraine. For achieving the above-mentioned purpose, a systematic approach was used, which allowed to consider electoral technologies as a component of the political system, taking into account their evolution, historic development, interaction with various political phenomena and processes. With the help of the historic principle and the principle of scientificity it became possible to study the evolution of electoral technologies. The comparative method allowed tracing the genesis of electoral technologies in Ukraine. A historical analysis of the development of electoral technologies has been made, where, in particular, it is indicated that they have followed the path of the newspaper, television and digital ages. According to the results of the study, it is concluded that the development of political technologies occurs when there exists a democratic nature of the political system, because it is in its conditions that there exists a real possibility of a choice. Since modern democracy cannot exist without the electoral process, the further democratization of society and the development of the institution of elections help to form a fully-fledged political market in the country. The study of electoral technologies is an important contribution to the study of the processes of Ukrainian state formation. Understanding the content and peculiarities of electoral technologies is an essential need to improve and enhance the efficiency of political power and modern public administration.
