Вплив глобалізації на соціальну безпеку держави

Abstract

Глобалізація сьогодні є не лише об’єктивним процесом посилення взаємодії між суб’єктами міжнародних відносин, але й ідейним концептом, який визначає рамки соціальної безпеки. У статті проаналізовано сучасні підходи до проблеми впливу глобалізації на соціальну безпеку держав. Авторка дала характеристику внутрішнім та зовнішнім загрозам. Такі зовнішні проблеми, як розповсюдження ядерних технологій, тероризм, нелегальна торгівля зброєю, питання екології, неконтрольована міграція, демографічний вибух, етнічна ворожнеча потребують загальносвітових масштабів вирішення, толерантності в міжнаціональних відносинах, об’єднання зусиль міжнародної спільноти, співпраці. Щодо внутрішніх загроз соціальній безпеці для більшості населення – це погіршенні соціально-економічного стану у країні, неконтрольоване зростанні цін, утрата довіри до влади, демографічна криза, збройний конфлікт, вимушена внутрішня та зовнішня міграція, зростання недовіри до влади, високий рівень корупції та тінізації економіки. Глобальні проблеми наповнюють новим змістом поняття соціальної безпеки. Визначено, що соціальна безпека держави – це гарантія захищеності громадян від впливу зовнішніх та внутрішніх загроз. Глобалізація висуває нові вимоги до технологій, науки, загострює проблеми міжнародної конкуренції. Зростає соціальне напруження. Тому у країнах із розвинутою економікою найціннішим засобом існування людського потенціалу стає соціальний захист. Соціальна безпека не здатна швидко пристосовуватись до глобальних змін. Зазначена проблема нині є особливо актуальною з огляду на те, що глобалізований і все більш взаємозалежний світ відкриває великі можливості для соціально- економічного прогресу. Загрози й виклики сталому розвитку постійно зростають, а реалії глобалізації породжують нові як у багатих, так і в бідних країнах. Соціальна безпека стає на захист людей як найвищої цінності держави. Здоров’я, добробут, права і свободи людини є найважливішою метою. Зроблено висновок, що соціальні групи, держави, світові спільноти потребують комплексу дій для правової та інституційної захищеності від зовнішніх та внутрішніх загроз із метою власного збереження й розвитку. Today, globalization is not only an objective process of enhancing interaction between the subjects of international relations, but also an ideological concept that defines social security framework. The article analyzes modern approaches to the problem of the impact of globalization on social security of states. Identifying new global challenges and threats, which are faced by humanity, contributes to methodological substantiation of guaranteeing social security objectives. External problems as the proliferation of nuclear technology, terrorism, illegal arms trafficking, environmental issues, uncontrolled migration, demographic explosion, ethnic strife require global solution, tolerance in international cooperation. Internal threats to social security for the majority of the population include worsening socio-economic conditions in the country, uncontrolled price increases, loss of confidence in the government, demographic crisis, armed conflict, forced internal and external migration, increased mistrust of the government, high levels of corruption, and shadowing the economy. Global problems are filling the notion of social security. It is determined that social security of the state is a guarantee of protection of citizens from the influence of external and internal threats. Globalization puts new demands on technologies, science, exacerbates the problems of international competition. Social tension is increasing. Therefore, in developed countries, social protection is the most valuable means of human potential. Social security is not able to adapt quickly to global change. This problem is particularly relevant at the moment, given that the globalized and increasingly interdependent world offers great potential for socio-economic progress. Threats and challenges to sustainable development are steadily rising, and the realities of globalization are creating new ones in rich and poor countries alike. Social security stands for the protection of people as the highest value of the state. Health, welfare, human rights and freedoms are the most important goals. It is concluded that social groups, states, world communities need a set of actions for legal and institutional protection against external and internal threats for their own preservation and development.
