Модель реінтеграції окупованих територій Донбасу в контексті світової практики

Abstract

Стаття присвячена розкриттю сутності процесу реінтеграції окупованих та деокупованих територій, визначенню поточного стану та специфіки конфлікту на Сході України. Проаналізовано її складники та інструменти реалізації, представлено та оцінено іноземні моделі реінтеграції окупованих та деокупованих територій, установлено ступінь їхньої відповідності для України. Зроблено спробу віднайти найбільш ефективну модель для реінтеграції Донбасу, яка б не лише сприяла демілітаризації та відновленню державного контролю на цих територіях, але й запобігала б появі сепаратистських рухів, стимулювала повернення та інтеграцію громадян в український інформаційний, культурний, економічний та політичний простір. Наголошено, що українська модель щодо відновлення територіальної цілісності та реінтеграції Донбасу повинна бути заснована на ключових позиціях та компромісах, котрі мають позитивний міжнародний досвід застосування і щодо яких влада має суспільну підтримку в поєднанні із сильним національним та міжнародним правовим і військовим забезпеченням, мають більші шанси на встановлення єдиної позиції України та її міжнародних партнерів і позитивного результату врегулювання конфлікту з Російською Федерацією. Зазначено, що проблемою залишається відсутність серед громадян єдиної позиції щодо оптимального шляху відновлення територіальної цілісності України. Урахування наявності такого запиту в усіх українських громадян та вищезазначених спільних точок порозуміння формує найбільш оптимальні, за весь період конфлікту, умови для створення комплексної державної політики із цього питання. Саме тому нагальною є потреба створення комплексної стратегії з відновлення територіальної цілісності та реінтеграції Донбасу. Вона охопить необхідні впливи щодо всіх вимірів конфлікту, компроміси, які мають суспільну підтримку, врахує поточні внутрішньополітичні на міжнародні особливості процесу, міжнародний досвід із відновлення миру та реінтеграції та сформує єдиний державний підхід до вирішення цієї проблеми. The article gives the insight into the process of reintegration of occupied and deoccupied territories, determines the current state and specific nature of the conflict in the east of Ukraine. The research analyses its components and instruments of realization, presents and estimates foreign models of reintegration for occupied and deoccupied territories, pointing the most appropriate one in terms of the situation in Ukraine. There was made an attempt to find out the most effective model for reintegration of Donbass region, which could not only stimulate the demilitarization and restoration of state control on these very territories, but also prevent the separatists’ movements, stimulate comeback and integration into the Ukrainian informational, cultural, economic and political space. The article shows that Ukrainian model for the renovation of territorial integrity and reintegration of Donbass, has to be provided on the key positions and compromises, which have positive international experience of implementation and are the ones, which are supported by the state on the social level, together with the strong national and international legal and military assistance, which means that there should be great chances for the establishment of the single position of Ukraine and its international partners, and positive results for the regulation of conflict with Russia. It is also provided that the absence of single position among the citizens about the optimal way for renovation of territorial integrity and reintegration of Donbass remains to be the problem. Taking into the account the presence of such a demand among all the Ukrainians and, all the mentioned above, common points of view will create the most optimal conditions, which are needed for establishment of complex state policy on this topic. Thus, there is urgent need for complex strategy to renovate territorial integrity and reintegration of Donbass. It will cover all the important influences of other sides of conflict, compromises, which have the public support. It will also take into account current domestic political and international peculiarities of process, international experience in maintaining peace and reintegration, as well as, creates single state approach to the settlement of this problem.
