Віхи, тенденції та підходи до вивчення слабких держав

Abstract

У статті йдеться про таке поняття дискурсу міжнародних відносин, як слабкі держави. Прослідковується еволюція концепту з початку 1990-х до періоду після 2016 року. Робиться спроба визначити ключові періоди в аналізі поняття, а також віхи та знакові події, що спричинили зміни в підходах до визначення та дослідження слабких держав. Проаналізовано також низку рейтингів, що видаються різними інституціями – від Організації економічного співробітництва та розвитку до Групи Світового Банку та медіаконцернів. Визначені перші знакові доповіді, що готувалися стосовно слабких держав та транснаціональних загроз, які подібні країни становлять для регіональної та міжнародної безпеки. Визначено доробок декількох груп дослідників з різних країн, таких як Робоча група з подолання слабкості держав, що діяла з 1994 року. Також наведено дані про кількість згадувань ключових слів у публікаціях, які можна знайти в базі Google Scholar у проміжку між 2000 та 2015 роками. Наводяться основні характеристики поняття з принциповою увагою до тривимірного підходу у визначенні ключових завдань держави (авторитет, легітимність, спроможність). Визначено, що за останні тридцять років поняття пройшло ряд трансформацій. У загальному вигляді це означає відхід від терміну «невдала держава» до більш широкого і абстрактного поняття «слабкого контексту» і «ситуації». У статті також визначено ряд суміжних термінів та понять, як-от зв’язка «безпека- розвиток», якою досі послуговуються дослідники. Йдеться передусім про паралелі з конфліктологією, адже саме на територіях слабких держав часто наявні внутрішні конфлікти різної інтенсивності. Слабкі держави розглядаються як елементи системи міжнародної безпеки. Підтверджується, що актуальність поняття серед дослідників, науковців та політиків спричинена насамперед рядом транснаціональних загроз, що походять з таких країн. Визначено ключові тенденції та підходи до дослідження питання, що популяризувалися в останні декілька років. The article is focused on the concept of fragile states in the discourse of international relations’ theory and practice. The evolution of the concept from the early 1990s to the period after 2015 is traced. The attempt to identify key periods in concept analysis, as well as milestones that have led to changes in approaches to identifying and exploring fragile states is made. There is an analysis of a number of ratings issued by various institutions – from the Organization for Economic Co-operation and Development to the World Bank Group and media concerns. The first landmark reports on the weaknesses and transnational threats that such countries pose to regional and international security have been identified. The achievements of several groups of researchers from different countries have been covered, such as State Failure task force, which has been operating since 1994. The data from the analysis of the number of publications indexed in Google Scholar base between 2000 and 2015 with specific keywords is presented. The main characteristics of the concept are described with great attention to the threedimensional approach in defining the key characteristics of a state (authority, legitimacy, capacity). It has been determined that over the last thirty years the concept has undergone a number of transformations. In general terms, this means moving away from the term “failed state” to the broader and more abstract concept of “fragile context” or “fragile situation”. The article also identifies a number of related terms and concepts, such as the “securitydevelopment” nexus that is still popular among the researchers. First and foremost, there are parallels with conflict studies, since it is in the territories of fragile states that internal conflicts of varying intensity are often ongoing. Fragile states are seen as elements of the international security system. It is confirmed that the relevance of the concept among researchers, scholars and politicians is primarily caused by a number of transnational threats originating from such countries. The key trends and approaches to the research of the concept that has been popularized over the last few years are identified.
