Українсько-французький дискурс: інтерпретації політичної реальності в ЗМІ

Abstract

У статті досліджуються питання українсько-французького політичного діалогу з моменту встановлення міждержавних відносин, а також інтерпретації політичної реальності в цій сфері, які найбільш чітко і різноманітно проявляються в матеріалах преси, представляючи великий дослідницький інтерес. Незважаючи на суперечливість трактувань і оцінок, у публікаціях ЗМІ, які кількісно переважають інші джерела, добре відстежується розвиток політичних процесів на різних етапах двосторонніх стосунків. У даній статті охоплено період з 1991 до початку 2014 року, коли архітектура міждержавних відносин загалом склалася в повноцінну систему. Розглянуто питання достовірності та рівня об’єктивності матеріалів преси із ключових проблем політичного діалогу із критичним аналізом позицій українських і французьких ЗМІ. Автор звертає увагу на особливості підходів української та французької преси до трактовок двостороннього співробітництва, викладає свою думку щодо його результатів на різних етапах розвитку. Досліджується важливе протиріччя в українсько-французькому дискурсі з кардинального питання про членство в ЄС і НАТО, де Франція грає подвійну роль, надаючи допомогу в євроатлантичних програмах України, але рішуче перешкоджаючи її вступу в ці структури, виходячи із власних поглядів на баланс сил в Європі. Деякі важливі питання українсько-французького дискурсу не мали достатньої публічності та уваги преси, тому у статті використовуються інші джерела, в тому числі архівні документи МЗС України; до того ж доступ до таких документів у Франції можливий тільки після закінчення 30 років. Виділено ряд сюжетів, які тривалий час присутні в українсько-французькому дискурсі. Вони розгортаються в публікаціях ЗМІ обох країн протягом багатьох років і дозволяють оцінити їх із різних боків. Це, зокрема, теми Будапештського меморандуму 1994 р., Бухарестського саміту НАТО 2008 р., Вільнюського саміту ЕС 2013 р. та проблеми євроінтеграції України. The article considers the Ukrainian and French media appearances since the establishment of interstate relations and the interpretation of political reality in this field, which is most clearly and variously expressed in the press, representing a great research interest. Despite the inconsistency of interpretations and evaluations, the development of political processes at various stages of Ukrainian-French relations is well-monitored in media outlets, which quantitatively outperform other sources. This article covers the period from 1991 to early 2014 when the architecture of bilateral relations was formed overall into a full-fledged system. The author draws attention to the peculiarities of approaches of Ukrainian and French press to the interpretations of bilateral cooperation gives his point of view on his results at different stages of development. The article explores the important contradiction in the Ukrainian- French discourse on the crucial issue of EU and NATO membership where France plays a dual role in assisting Ukraine’s Euro-Atlantic programs but strongly hindering its entry into these structures taking into account its views on the balance of power in Europe. Some important issues of Ukrainian-French discourse did not have sufficient publicity and media attention, so the article uses other sources including archival documents of the Ministry of Foreign Affairs of Ukraine, access to such documents in France is only possible after 30 years. Many subjects present in the Ukrainian-French discourse for a long time highlighted in the article. They have been developing in both countries’ media publications for many years and evaluated from different angles. These include, in particular, the topics of the Budapest Memorandum 1994, the NATO Bucharest Summit 2008, the Vilnius EU Summit 2013, and the problems of Ukraine’s European integration. The issues of the Ukrainian-French discourse of the next period (from early 2014) in the media mirror due to the dramatic political changes in Ukraine and its foreign policy are to be analyzed separately.
