Проблемні аспекти функціонування моделі суспільно-політичного розвитку Словаччини на сучасному етапі

Abstract

В умовах пошуку Українською державою шляхів і механізмів удосконалення моделі суспільно-політичного розвитку актуалізується питання вивчення зарубіжного досвіду політичних трансформацій. Особливий інтерес становить словацька модель суспільно-політичного розвитку. Метою статті є аналіз проблем і тенденцій суспільно-політичного розвитку в сучасній Словаччині. Для досягнення мети в статті використано системний, структурно-функціональний, нормативно-ціннісний і порівняльний методи дослідження. Для емпіричного аналізу проблеми було використано результати рейтингових моніторингів: «Nations in Transit», «Freedom in the World», «The Economist Intelligence Unit», «Transformationsindex der Bertelsmann Stiftung», «Index of Economic Freedom», «Global Corruption Barometer», «CSO Sustainability Index». Виокремлено основні проблемні аспекти функціонування парламентської моделі, трансформації партійної системи, діяльності громадянського суспільства та розвитку політичної культури в сучасній Словаччині. Автор дійшов висновку, що результати парламентських виборів 2016 та 2020 років призвели до реорганізації партійної системи Словаччини зі зміною структури та політичного впливу її суб’єктів. Деструктивні тенденції партійно-політичного розвитку створюють загрозу стабільності парламентсько-урядової системи Словацької Республіки. Виокремлено проблемні аспекти політичної участі, електоральної активності та функціонування громадянського суспільства в сучасній Словаччині. Трансформаційні процеси в Словаччині були ускладнені конфліктним типом політичної культури, наявністю численних соціополітичних розмежувань, нестабільністю партійно-політичної системи. Наголошено на негативних тенденціях суспільно-політичного розвитку в Словаччині, які вимагають постійної уваги держави та громадянського суспільства (поширення екстремізму, політичне відчуження, недовіра громадян до інститутів влади, політична корупція). На сучасному етапі в Словаччині відбувається пошук шляхів і механізмів повноцінної реалізації потенціалу моделі консолідованої демократії. In the conditions of the Ukrainian state’s search for ways and mechanisms for improving the model of public and political development, the study of foreign experience of political transformations is relevant. The Slovak model of public and political development is of particular interest. The purpose of the article is to analyze the problems and tendencies of public and political development in modern Slovakia. To achieve this aim, the following methods are used in the article: systemic, structural-functional, normative-value, comparative analysis. The results of rating monitoring were used for empirical analysis of the problem: “Nations in Transit”, “Freedom in the World”, “The Economist Intelligence Unit”, “Transformationsindex der Bertelsmann Stiftung”, “Index of Economic Freedom”, “Global Corruption Barometer”. The main problematic aspects of the functioning of the parliamentary model, the transformation of the party system, the activities of civil society, the development of political culture in modern Slovakia are highlighted. The author comes to the conclusion, that the results of the parliamentary elections in 2016 and 2020 are led to the reorganization of the party system in the Slovak Republic, with a change in structure and political influence of its subjects. Destructive tendencies of party political development create a threat to the stability of the parliamentary and governmental system of the Slovak Republic. The problematic aspects of political participation, electoral activity and functioning of civil society in modern Slovakia are singled out. Transformation processes in Slovakia were complicated by the conflict type of political culture, as well as the presence of numerous socio-political cleavages and instability of the party political system. The attention is focused on the negative trends of public and political development in Slovakia that require the attention of the state and civil society (instability of the party system, the spread of extremism, political alienation, citizens’ distrust of government institutions). At the present stage, Slovakia is looking for ways and mechanisms to fully realize the potential of the model of consolidated democracy.
