Природні межі політичної компетентності

Abstract

The problem of political competence in public administration is closely linked to the question of the rationality of political activity and can be considered in appropriate terms and with the involvement of relevant concepts. Weighness and realism of goals that meet real needs, the correspondence of goals and means, skillful taking into account a particular situation – all these points are usually qualified as “rationality”. A question about rationality of political decisions is put in the context of formalization of decision-making processes. Such formalization is necessary for exact description of decision and his optimization. Search of logic of decision, him the scientific opening and description must result in appearance of universal intellectual instrument. Polish researcher Yu. Kozeletsky writes: “No intuition, no common sense, nor an innate mind do not guarantee the right choice of possible alternative solutions of politics, economy or culture <…> to be able to make deci- sions, both organizational and personal , we need to make more use of scientific knowledge” [6, p. 51]. It is science of praxeology that can help a person in general and the policy in particular be as competent and rational. The theory of rational decisions, on the base of that theorists gave to recommending politicians, described the process of comprehension of political task, process of estimation of utility of results made decision, examined the estimation of probability of the events related to the decision, choice of strategies of action, factors that manage the process of decisions. However the rationally-theoretical grounds of political choice and decisions helped to decide the problem of the real practical politics, did not do her maximally competent and rational. It will not happen first of all because the real politicians can not become absolutely rational, passionless creatures, they picked up and pick up incorrect facilities for realization of the aims, unsatisfactorily control implementation already made decision, drive in facts under consciously unworking charts and carry out plenty of irrational things yet. For this reason especially rational politics remains an ideal, unattainable aim.
