Abstract: Today, political manipulation is the one of the main forms of socio-political governance. With the help of system analysis and structural-functional analysis, the place of manipulation in the political system of society is determined. Manipulation is embedded in the communicative and functional subsystem of the political system. The main modern methods of political manipulation with this component of social consciousness as value-worldview are investigated (security priorities). In particular, it was found that political manipulations can be applied, for example, to framing, the “Overton window” and the technology of nudge. The leading role in global systemic changes is played by the main technological innovations, their influence on all spheres of public life is intensified as they combine and launch another cycle of innovation. At the same time, these processes are accompanied by an increase in various risks. The limits of manipulation using the so-called “pain points” of society, on the one hand, are expanding (as the concept of “risk” is substantially complemented), and on the other hand, they narrow (taking into account the general tendency of the growth of civil political activity). Expansion of the spectrum of methods of influence actualizes the issues of security and preservation of personal information. The media, but not the citizens, control communication. As a result, we are dealing with a distorted communication space, where social interaction and integration are not a result of mutual understanding. A common communicative context is important, otherwise the result is an atomized society, suitable for manipulation. In addition, in modern society rational discourse is hampered also by populism.
