Abstract: The Article definite the importance of develop the problem of creating a common system of European security in the modern situation. Analyses an international political situation in Europe in the XXI century in its strategic and military-political aspects. Also analyzes the processes and events that shape the world order in the new century in Europe with threats and challenges in modern situation, analyzes characteristics, principles of modern European security system. The main participants in the construction of the European security system given the importance of the participation of the United Nations, the European Union, the OSCE, NATO in building a common European security system and assessed the problems of European security. The decisions taken to create a European army are steadily leading to a further split in Europe with far-reaching consequences. A new military step taken by the Council of Europe could put the militarization of the EU on an irreversible path le ading to a new round of an unrestrained arms race, to a new “cold war”. The references of the EU leaders to the fact that the “mobile rapid reaction forces” they create are defensive in nature and are intended to eliminate the consequences of natural disasters, provide humanitarian assistance and maintain peace, do not inspire confidence in their equipping with the newest types of deadly weapons and their means of delivery areas of “crisis situations”. Militarization of Europe does not contribute to strengthening the role of the UN as an instrument of peace, strikes a new blow at the OSCE, entails another round of mistrust towards European structures, especially from countries that are left aside integration processes in Europe. Current trends in world development have a negative impact on global and European processes, which causes serious concern among politicians concerned that “the population of the European continent becomes hostage to someone else's game when bets are made overseas, and Europeans will have to pay”.
