Abstract

The article reviews the problems of the political concept of education in the Republic of Azerbaijan. Throughout the whole period of independence, the concept of education was twice considered within the framework of the Law on Education, and was subject to numerous changes. The facts show that the process of development of the education system in the country is closely coordinated in alignment with the global trends of the educational process. The political bases of the education system in the republic proceed from the general sys- tem of political security, providing for a steady improvement in the quality of human capital. The article analyzes all the important directions of the development of education over the past decades, and defines the tasks of the forthcoming reforms. The general trends in the development of education and science in Azerbaijan correspond to the world trends in the development of science, technology and education. At the same time, there are a number of factors that aggravate this development. Among them is the state of war with Armenia, which takes a large part of the budget for military needs, then the pace of development of the nonoil sector, the education system as a legacy of the Soviet era, the lack of demand for trained personnel in the labor market, etc. At the same time, there are encouraging facts confirming the improvement of the education system at all stages, raising the professional level of the pedagogical staff, improving the material and technical base and scientific potential.
