Abstract: The transformation of the system of parties of Ukraine is explored. The party struggle has a different character and depends on the level of fragmentation of political parties. It is noted that the level of political competition depends on the ideological factor that affects the intensity of the political struggle. It is noted that an important criterion to study the specifics of the transformation of the party system of Ukraine is the index of the effective number of parties to measure the number of influential political parties. It is emphasized that the index of effective number of parties indicates the number of parties, their relative weight and is calculated based on the determination of the amount of support that each party has during the parliamentary and local elections in Ukraine. For the analysis of effective number of political parties and understanding that, the local political process it is important to consider the proportion of voters who voted for the local branches of political parties in the elections to the authorities. The party system of Ukraine is characterized by trends of increased political competition and preservation of significant fragmentation.
