Чинники політичної консолідації місцевих громад в Україні: внутрішні та зовнішні детермінанти

Abstract

The article considers the relation between internal and external factors of political consolidation of local communities in Ukraine. The key challenges and perspectives for consolidating local communities in a decentralized environment are explored. It assesses the ability of society to ensure political consolidation. The purpose of the paper is to determine the influence of external and internal determinants of the political consolidation of local communities in Ukraine. The features of the integrity of local communities and the main components of political coexistence and development are considered. The potential of political consolidation as a constitutive condition for the existence of a territorial association on a self-governing basis is established. The significance of the level of social cohesion as a factor of internal determination of the processes of political consolidation is analyzed. Determination of political consolidation as a result of actions of aggregated interests of social groups. Manifestations of the societal dimension of political consolidation in Ukraine are revealed. There are ways to ensure the constitution of political mechanisms for the coordination and decision-making of local communities. The ways of legitimation and observance of the internal agenda for a long period are determined. Attention is paid to the approaches and experience of foreign countries as factors of political consolidation of local communities in Ukraine. The discrepancy between local impulses of governance and those coming from the political center of the country are observed. The comprehension of the experience of political consolidation in the expert is considered. The specificity of decentralization as a factor of self-election by local communities of its own model of consolidation is singled out. The signs of a conscious political choice of the local community, which are based on the principles of political consolidation, are determined. The ability of communities to play a role in the interaction between central and regional authorities is assessed. The influence of the level of transformation of the entire country on the possibility of internal consolidation is analyzed. The ways of penetration and constitution of the principles of democratic governance and representation at the national level are determined. Attention is given to the optimal conditions for the functioning of local policy in view of the processes of democratization and European integration. The importance of political consolidation of local communities in the context of national political integration is estimated.
