Локальна демократія: зарубіжна концептуальність та вітчизняна політична прагматика

Abstract

The article deals with the theoretical principles of the concept of local democracy in contemporary political science. Attention was paid to discussions about the role of local communities in the national political process. The experience of incorporating the concept of local democracy into a theory explaining civil society is analyzed. The comprehension of the problems of contemporary democracy, related to institutional aspects and the dynamics of interaction of subjects of political interactions underlined. The practice of defending political interests at the local and regional levels is considered. Attention is drawn to polysemanticism associated with the state of the legislation of contemporary Ukraine and other post-Soviet states regarding the identification of the concepts of “local” and “municipal”. The specifics of the combination of related subject areas of public administration and analysis of local political transit is determined. Attention is paid to the conceptualization of local democracy in domestic and foreign develop- ments. The formation of the idea of local democracy as a medium of positive solution of the problems of the territorial community is studied. There is a tendency to overload the institutions of local democracy, areas of activity that require complex and complex influence of many institutions. The attention was given to the definition of local democracy as a special stage in the development of democratization processes and a certain qualitative parameter for the formation of consolidated democracy. The content of local democracy is determined not only as an instrument, but also for a certain state of events and processes, the result of a certain period of transformations. The variety of approaches to the definition of local democracy in modern political science is taken into account. An understanding of the essential poles of the explana- tion of local democracy in Ukraine is being formed. The institutional content of local democracy within the current territorial community is determined. The state of study and perspective of NGOs and representative institutions and methods of focusing civic support are assessed. The political regime and democratic political transit are analyzed in the context of the relevance of the concept of local democracy to ensure the prospects of political reform and citizen participation in local government in Ukraine. The most perspective directions of application of system of concepts of local democracy in interaction of the state and society are singled out.
