Abstract: The article is devoted to the study of deliberative poll case in the Chinese Wenling city, which took place according to the methodology developed by the American scientist 5ames Fishkin. The concept of deliberative democracy by an outstanding scientist and expert as a subject of scientific analysis is characterized by multicomponent and applied significance. The complex- ity of modern political reality requires broad theoretical and methodological tools for studying relevant processes. 5. Fishkin offers a unique methodology, designed to synchronize civil interests and maximize the effectiveness of public dialogue, minimizing social conflicts through public deliberation. A systemic study of deliberative democracy requires proper scientific basis, therefore, the study of the aspect of applied realization of the concept is significant. A critical analysis of the applied implementation of deliberative tools and techniques is relevant because it allows us to reveal the content and effectiveness of public consultation with a view to deepening the democratization of state bodies and society, their interaction and communication. The purpose of the study is to reveal the features of a particular deliberative case, identify the favorable conditions for its realization and the positive consequences of conducting. In the course of scientific research structural-functional and systematic methods, as well as socio-cultural approach were used. As a result of the study, conclusions about the constructiveness of deliberative polls were made, even under the conditions of a non-democratic political regime. The features of de- liberative poll in Wenling city, which consisted of its scientific, legitimate, and democratic nature, were studied. The participants in the deliberation were selected through the random sampling, well informed by the experts, had the opportunity to discuss the problematic aspects and overcome the contradictions and eventually demonstrated a distinct change in their positions, which was confirmed by the results of the primary and secondary polls. The experience of deliberation has been successful because of the socio-historical readiness of the population for such discussions, due to the traditional Kentan conversations in the region. However, certain deficiencies of the investigated deliberative case are revealed, namely, the delimitation of participants from the formation of the agenda and the possibility of public consciousness manipulating.
