Abstract: The theme is actualized by the breadth of the range of opportunities that are opening; the article is devoted to the balance characteristic between them. Methods of analysis, synthesis, comparisons, and generalizations are used. As a result of the research it was shown that a person of a scientific adviser-expert on specific issues of theory and practice (including the educational process), armed with knowledge, becomes the central socio-economical figure. The formation of a beneficial social and economic environment for transformations is associ- ated with the support of an adequate Superproject of development, and innovative points of concentration of changes-with the increasing of research-educational-production clusters with a core of think tanks. The strategy that ensures the humanization of social life (in particu- lar, content, functional-role and organizational-managerial) is analysed as the most fruitful for them. Changes in scientific and educational structures are considered in the context of deep global social transformations. The nature of post-globalism is susceptible to social combina- tions of consumer self-constraints in favour of creative process and individual self-discipline for the sake of realizing essential forces.
