Abstract: Investigated local self-government as a phenomenon that ensures: a) the division of power in society and the distribution of power among individual subjects of political relations; b) ac- tive development of democratic processes, subsidiary democracy, civil society; c) the most important principles of interdependent and mutually beneficial relations between man and the state. The cardinal reforms in Ukraine, the process of decentralization of power, the objective challenges of time for a comprehensive settlement of relations between local government bodies and local self-government bodies to ensure their unity in solving contemporary issues of local importance, actualize the problem under investigation. The aim of the study is to in- vestigate local government as a multifaceted phenomenon and an element of the division of powers at the level in the context of the relationship between man and state power during the development of modern democratic processes in Ukraine. Methodological basis of the research is a set of general scientific and philosophical principles of cognition – objectivity, determinism, systemicity, historicism, interdisciplinary and socio- cultural approach, methods of structural-functional analysis, structuralism, generalization and comparison. The results of the study have made it possible to determine that local self-government in the 21st century has emerged as an organic form of self-organization of the population within a specific territory, but Ukraine's progress from post-totalitarian to democratic society, good governance in the field under the control of civil society will last another 20–30 years. The de- velopment of civil society in modern Ukraine was significantly hampered by the undemocratic past of the country and the contradictory transformations of the 1990s. With the further expansion of democratic processes, increased participation in the manage- ment of civil affairs of civil society, the development of regions and territorial communities, Ukraine will increasingly become a unitary decentralized state, based on the model of Spain, France, Italy, Denmark, China and other developed countries. The basis of steady develop- ment of local self-government is the broad processes of democratization of public life, the development of civil society as a whole.
