Abstract: У статті детально розглянуто і проаналізовано ініціативи британського уряду з «ребрендингу» іміджу Сполученого Королівства для закордонної аудиторії. Програма Cool Britannia кінця 1990-х – початку 2000-х рр. було сприйнята скептично, тоді як програма GREAT Britain (або GREAT), що запускалася перед Олімпійськими іграми в Лондоні у 2012 р. дозволила Сполученому Королівству досягти значних успіхів у застосуванні «м’якої сили». Виокремлюються два вектори розуміння програми GREAT – широке і вузьке. Якщо в широкому контексті вона розуміється як координація різних відомств і організацій: Міністерства закордонних справ і у справах Співдружності, Міністерства культури, ЗМІ та спорту, Британської ради, Департаменту з торгівлі та інвестицій, Британського управління по туризму (VisitBritain) та інших, то у більш широкому контексті вона використовується як сполучна ланка між минулим і сьогоденням країни. Однак в даному випадку велич в сучасному світі переосмислюється і зв’язується з новими атрибутами: не з армією, територією або економічною потужністю, а з такими явищами як освіта, культурна спадщина, інновації, туризм, креативність, тощо. Обґрунтовано і доведено, що після не цілком вдалих спроб різко змінити вектор британської «м’якої сили» при лейбористському уряді Тоні Блера, правлячі еліти повернулися до більш збалансованої політики, приділяючи велику увагу забезпеченню міжвідомчої взаємодії. Програма GREAT дозволила Сполученому Королівству досягти значних успіхів у застосуванні «м’якої сили». За даними державних статистичних служб, а також згідно з даними міжнародних організацій, Велика Британія – це одне з найбільш привабливих напрямків для отримання освіти, імміграції та туризму. Країна зберігає свої позиції і вплив у міжнародних організаціях, має авторитет в області науки, культури і мистецтва та є одним з найбільших донорів програм сприяння розвитку. Досвід Великої Британії щодо практичного застосування складної з теоретичного та прикладного поглядів концепції «м’якої сили» в зовнішній політиці, безумовно, становить інтерес і має враховуватися як при плануванні української політики на британському напрямку, так і при організації роботи інститутів і механізмів, націлених на збільшення «м’якої сили» нашої країни. The article considers the initiatives of the British government to change the image of the United Kingdom in the eyes of foreign audiences. The Cool Britannia programme in the late 1990s and early 2000s was met with skepticism, while the GREAT Britain (or GREAT) programme, which was launched before the London 2012 Olympic Games, allowed the United Kingdom to make significant strides in the use of “soft power”. There are two vectors of understanding GREAT - broad and narrow. If in the broad context it is understood as coordination of various agencies and organizations: the Ministry of Foreign Affairs and the Commonwealth, the Ministry of Culture, the Media and Sport, the British Council, the Department of Trade and Investment, the British Tourism Authority (VisitBritain) and others, in a wider context used as a link between the past and present of the country. However, in this case, greatness in the modern world is rethought and associated with new attributes: not with the army, territory or economic power, but with such phenomena as education, cultural heritage, innovation, tourism, creativity, etc. Proved that after not quite successful attempts to dramatically change the vector of British “soft power” under Tony Blair’s Labor government, the ruling elites have returned to a more balanced policy, paying great attention to ensuring interagency cooperation. The GREAT program has allowed the United Kingdom to make significant strides in deploying soft power. According to the National Statistical Services, as well as according to international organizations, the UK is one of the most attractive destinations for education, immigration and tourism. The country retains its position and influence in international organizations, has authority in the fields of science, culture and the arts and is one of the largest donors of development assistance programs. The UK’s experience in the practical application of the “soft power” concept of foreign policy that is complex from a theoretical and applied point of view is certainly of interest and should be taken into account both in the planning of Ukrainian policy in the British direction and in the organization of institutions and mechanisms aimed at increasing the soft power of our country.
