Аналіз досвіду реалізації мирного політичного протесту в Республіці Польща

Abstract

The article is devoted to the study of the phenomenon of political protest in the Republic of Poland, namely, in form of peaceful non-violent political protest. The number of works of both ukrainian and foreign scientists were used to prove this fact and outline the theoretical and empirical foundations of such conclusion. The basic factors and preconditions that have caused the emergence of the Polish protest movement, as well as its features, are outlined. The article also evaluates the result obtained by polish political opposition in the end. The difference between the Polish system of governmental authorities from other European regimes with the communist ruling establishment is also discussed, as it has had major impact on the formation of bonds and the flow of communication between the policy-makers and opposition in the Republic of Poland. The article analyzes in detail the example of the so-called revolution of consciousness that took place in the Republic of Poland in the late 1970s – early 1980s, its causes, preconditions, as well as socio-cultural and political factors that provided possibility of radical reorganization of Polish system of governmental authorities in a peaceful and non-violent way. At the same time, a particular attention is paid to internal factors of development of a peaceful protest movement in the Republic of Poland. The article emphasizes the exceptional importance and effectiveness of non-violent method of political protest and highlights the reasons why such approach is considered to be the most effective one during the radical reorganization of the Polish state institutions process. In addition, the importance of meaningful cooperation between all participants of Polish political discourse at that time namely, the citizens, the political opposition, the current authorities and religious institutions, was substantiated. Досліджено феномен політичного протесту в Республіці Польща у формі мирного або ненасильницького протесту, оскільки в історичній ретроспективі саме така варіація протесту показала найбільшу ефективність. Для доведення цього факту використано науковий доробок як вітчизняних, так і зарубіжних вчених і окреслено теоретичне та емпіричне підґрунтя такого висновку. Розглянуто основоположні фактори та передумови, що спричинили виникнення польського протестного руху, а також його особливості, окреслено головні етапи перебігу процесу державної трансформації Республіки Польща, а також наведено оцінку отриманого внаслідок цього результату. Зазначаються і відмінності польської системи державного устрою від інших європейських держав з комуністичною владною верхівкою, які наклали відбиток на формування зв’язків та перебіг комунікації між чинним владним та опозиційним режимами в Республіці Польща. Зокрема, детально проаналізовано приклад так званої Революції свідомості, що пройшла у Республіці Польща наприкінці 1970-х – на початку 1980-х років, її причини, передумови, а також соціокультурні та політичні фактори, що зробили можливим здійснення докорінної реорганізації польських державних інститутів саме в мирний і ненасильницький спосіб. При цьому особливу увагу приділено передусім внутрішнім чинникам формування мирного протестного руху в Республіці Польща. Підкреслено виняткову ефективність саме ненасильницького методу здійснення політичного протесту та наведено причини, що зумовили успіх такого підходу до здійснення докорінної реорганізації польських державницьких інститутів. Окрім того, обґрунтовано важливість конструктивної взаємодії між усіма учасниками актуального на той час політичного дискурсу Республіки Польща, а саме громадянами, політичною опозицією, чинною владою та релігійними інституціями.
