Геостратегічні комунікації України під час війни

Abstract

Статтю присвячено дослідженню сутності та основних напрямів геостратегічних комунікацій України під час російсько-української війни. Методологія дослідження ґрунтувалася на системному підході, а також був застосований конструктивістський підхід. Серед використаних методів – аналіз, синтез, порівняння, історичний метод та інші. Стратегічні комунікації є особливо важливою формою міжнародних комунікацій, що інтегрує різноманітні інформаційні та дипломатичні інструменти для реалізації інтересів держави в міжнародному середовищі. Геостратегічні комунікації держави є впорядкованою сукупністю її головних стратегічних цілей в геополітичному просторі, які спрямовані на просування через міжнародні канали комунікації державних «великих наративів» для політичних інституцій, громадськості та населення інших країн. Очікується, що прогресивні досягнення в галузі геостратегічних комунікацій позитивно вплинуть на глобальний розвиток, посилюючи координацію політики між державами у вирішенні глобальних викликів. Під час війни геостратегічні комунікації України мають бути націленими на формування максимально сприятливого міжнародного іміджу держави з метою забезпечення якомога сильнішої підтримки в її збройному протистоянні з Росією. This article is devoted to examining the essence and principal directions of Ukraine’s geostrategic communications during the Russian-Ukrainian war. The research methodology was based on a systemic approach, and a constructivist approach was also applied. Among the methods employed were analysis, synthesis, comparison, historical, and others. Strategic communications constitute a particularly important form of international communication, integrating diverse informational and diplomatic instruments to advance state interests within the international environment. A state’s geostrategic communications represent an ordered set of its core strategic objectives in the geopolitical space, aimed at promoting, through international communication channels, state “grand narratives” to political institutions, foreign publics, and populations of other countries. Progressive achievements in the field of geostrategic communications are expected to positively influence global development by enhancing policy coordination among states in addressing global challenges. During wartime, Ukraine’s geostrategic communications should be oriented toward shaping the most favorable possible international image of the state in order to secure the strongest possible support in its armed confrontation with Russia. At the same time, Ukraine’s geostrategic communications are directed toward disseminating globally “grand narratives” concerning Russia’s unlawful armed aggression, crimes committed by Russian forces against humanity, and violations of human rights and freedoms. NATO member states possess advanced geostrategic communication systems aimed at ensuring robust collective defense. It is in Ukraine’s interest to join the integration processes of NATO and EU geostrategic communications in the fields of security and defense. Ukraine’s geostrategic communications should also be expanded as broadly as possible to include countries in Asia, Africa, Latin America, and Oceania. Ukraine’s geostrategy is oriented toward the future restoration of sovereignty over the legitimate geopolitical space of the state.
