Потенціал органів місцевого самоврядування у формуванні стійкої системи охорони здоров’я в умовах сучасних викликів

Abstract

У статті здійснено політологічний аналіз потенціалу органів місцевого самоврядування у формуванні стійкої системи охорони здоров’я України в умовах сучасних викликів. Обґрунтовано, що місцеве самоврядування виступає не лише адміністративною ланкою управління медичною інфраструктурою, а й важливим політикоінституційним суб’єктом, здатним впливати на доступність, безперервність і адаптивність медичних послуг на рівні територіальних громад. Розкрито вплив децентралізації на трансформацію ролі місцевого самоврядування у сфері охорони здоров’я. Визначено, що передача повноважень на місцевий рівень створила передумови для наближення управлінських рішень до потреб населення, однак водночас актуалізувала проблеми фінансової нерівності громад, кадрового дефіциту, інституційної фрагментації та недостатньої координації між центральним і місцевим рівнями влади. This article presents a political science analysis of the potential of local self-government bodies to shape a sustainable healthcare system in Ukraine amid contemporary challenges. It is argued that local self-government serves not only as an administrative link in the management of medical infrastructure but also as an important political and institutional actor capable of influencing the accessibility, continuity, and adaptability of medical services at the level of territorial communities. The impact of decentralization on the transformation of the role of local self-government in the healthcare sector is examined. It is determined that the transfer of powers to the local level created the conditions for aligning management decisions with the needs of the population; however, at the same time, it highlighted the problems of financial inequality among communities, staff shortages, institutional fragmentation, and insufficient coordination between the central and local levels of government.
