Роль цифрової трансформації освіти в зміцненні суспільної стійкості до гібридних загроз: досвід Європейського Союзу та України

Abstract

Розглянуто роль цифрової трансформації освіти у зміцненні суспільної стійкості до гібридних загроз на основі аналізу досвіду Європейського Союзу та України. Проаналізовано вплив цифровізації освітньої сфери на формування безпечного, інноваційного та стійкого освітнього середовища, здатного ефективно реагувати на сучасні інформаційні, кібернетичні та соціальні виклики. Обґрунтовано значення цифрової грамотності, медіаграмотності, критичного мислення, інформаційної безпеки та цифрової компетентності як ключових складових суспільної стійкості до дезінформації, інформаційно-психологічних операцій, кіберзагроз і маніпулятивного впливу. Акцентовано увагу на європейських практиках інтеграції цифрових технологій, розвитку цифрової інфраструктури, підготовки педагогічних кадрів та впровадження стратегій цифрової освіти, що сприяють формуванню стійкого демократичного суспільства. Висвітлено особливості цифрової трансформації української освіти в умовах воєнних викликів, її роль у забезпеченні безперервності освітнього процесу, розвитку громадянської відповідальності та зміцненні національної безпеки.

This paper examines the role of the digital transformation of education in strengthening societal resilience to hybrid threats, based on an analysis of the experiences of the European Union and Ukraine. It analyzes the impact of the digitization of the education sector on the creation of a safe, innovative, and resilient educational environment capable of effectively responding to contemporary informational, cyber, and social challenges. The importance of digital literacy, media literacy, critical thinking, information security, and digital competence as key components of societal resilience to disinformation, information and psychological operations, cyber threats, and manipulative influence is substantiated. highlights European practices in the integration of digital technologies, the development of digital infrastructure, the training of teaching staff, and the implementation of digital education strategies that contribute to the formation of a resilient democratic society. The article highlights the specific features of the digital transformation of Ukrainian education amid the challenges of war, its role in ensuring the continuity of the educational process, fostering civic responsibility, and strengthening national security.
