Історичний екскурс та сучасне розуміння поняття «політичний інститут»

Abstract

Автор розкриває сутність поняття «політичний інститут», його оцінку з позицій наукових концепцій «старого інституціоналізму» та неоінституціоналізму. З’ясовує напрями неоінституціоналізму, визначає зміст термінологічного словосполучення «політична інституціоналізація». Робота спрямована на дослідження сутності поняття «політичний інститут», з’ясування його суспільних функцій та значення на основі аналізу позицій щодо цього питання наукових концепцій «старого інституціоналізму» та неоінституціоналізму. В рамках цієї наукової статті використовувались такі загальнонаукові методи дослідження, як аналіз та синтез. Велика увага приділена компаративному та системному підходу, хронологічному методу. У статті досліджено сутність поняття «політичний інститут», його оцінку з позицій наукових концепцій «старого інституціоналізму» та неоінституціоналізму. З’ясовано напрями неоінституціоналізму, до яких автором віднесено історичний інституціоналізм, інституціоналізм раціонального вибору, соціологічний (соціальний) інституціоналізм, нормативний інституціоналізм, емпіричний інституціоналізм, інтернаціональний (міжнародний) інституціоналізм. Визначено зміст термінологічного словосполучення «політична інституціоналізація», під якою розуміють становлення політичних інститутів, їх розвиток і закріплення, інтеграцію в суспільство. Розкрито зміст політичних інститутів, який визначається двома видами норм: формальними та неформальними, а також специфіку політичних інститутів, яка полягає в тому, що вони майже завжди узаконені і діяльність їх регламентована відповідними законами, рішеннями та іншими юридичними актами. Виокремлено функції основних політичних інститутів, зокрема, консолідуючу, інтеграційну, регулюючу та впорядковуючу. Наголошено, що політичні інститути виступають невід’ємними елементами політичної системи суспільства, важливими суб’єктами політики та носіями політичного процесу, які впорядковують політичну організацію суспільства, забезпечуючи її стабільне та тривале функціонування. The author reveals the essence of the concept of “political institute”, its assessment from the standpoint of the scientific concepts of “old institutionalism” and neo-institutionalism. Clarifies the directions of neo-institutionalism, defines the meaning of the terminological phrase “political institutionalization”. The work is aimed at studying the essence of the concept of “political institute”, clarifying its social functions and meaning based on the analysis of the positions on this issue of the scientific concepts of “old institutionalism” and neo-institutionalism. Within the framework of this scientific article, such general scientific research methods as analysis and synthesis were used. Much attention is paid to the comparative and systemic approach, the chronological method. The article examines the essence of the concept of “political institute”, its assessment from the standpoint of the scientific concepts of “old institutionalism” and neo-institutionalism. The directions of neo-institutionalism are clarified, to which the author refers historical institutionalism, rational choice institutionalism, sociological (social) institutionalism, normative institutionalism, empirical institutionalism, international (international) institutionalism. The meaning of the terminological phrase "political institutionalization" is determined, which means the formation of political institutions, their development and consolidation, and integration into society. The content of political institutions is revealed, which is determined by two types of norms: formal and informal, as well as the specificity of political institutions, which is that they are almost always legalized and their activities are regulated by relevant laws, decisions and other legal acts. The functions of the main political institutions are highlighted, in particular, consolidating, integrating, regulating and ordering. It is emphasized that political institutions are integral elements of the political system of society, important political actors and carriers of the political process, which streamline the political organization of society, ensuring its stable and long-term functioning.
