Abstract

Представлену дисертацію присвячено визначенню сутності та чинників політичної структуризації українського парламенту після виборів 2019 року, дослідженню інституціоналізації парламентаризму та комунікативних чинників політичної структуризації українського парламенту після виборів 2019 року, основних трендів подальшого розвитку. В умовах демократичної системи інститут парламентаризму є одним із визначальних для процесу політичної структуризації суспільства. Суспільство формує парламент під час виборів на основі публічної репрезентації інтересів груп та спільнот, а парламент впливає на політичну структуризацію суспільства. Ідея парламентаризму, як структурованого політичного представництва соціальних груп є однією із головних для розвитку демократії. Поступово, на різних етапах політичної структуризації суспільства, формувались та доповнювались функції парламенту – від представницької та законодавчої до контрольної та фінансової, від установчої до зовнішньополітичної. Політична структуризація парламенту в Україні проходить під впливом внутрішньополітичних та зовнішньополітичних чинників. Одним із головних чинників політичної структуризації парламенту виступають вибори. Відповідно, перші етапи політичної структуризації парламенту в Україні безпосередньо пов’язуються із виборчими кампаніями (черговими та позачерговими), адже політична структуризація парламенту в умовах переходу демократії відбувається відповідно до їх результатів. The presented dissertation is dedicated to defining the essence and factors of the political structuring of the Ukrainian parliament after the 2019 elections, researching the institutionalization of parliamentarism and communicative factors of the political structuring of the Ukrainian parliament after the 2019 elections, and the main trends of further development. In a democratic system, the institute of parliamentarism is one of the defining factors for the process of the political structuring of society. Society forms the parliament during elections based on the public representation main ones for the development of democracy. Gradually, at different stages of the political structuring of society, the functions of the parliament were formed and supplemented – from representative and legislative to control and financial, from constituent to foreign policy. The political structuring of the parliament in Ukraine takes place under the influence of internal and foreign policy factors. Elections act as one of the main factors of the parliament’s political structuring. Accordingly, the first stages of the political structuring of the parliament in Ukraine are directly linked to election campaigns (regular and extraordinary), as the political structuring of the parliament in conditions of democratic transition occurs according to their results. of the interests of groups and communities, and the parliament influences the political structuring of society.
