Трансформації у політологічному дискурсі щодо феномену громадських ініціатив

Abstract

Проаналізовано трансформації в осмисленні феномену громадських ініціатив, зокрема, у контексті історичної ретроспективи зміни ролі і ступеня втручання держави у суспільне життя. Виокремлено кілька етапів у формуванні змістів громадських ініціатив: від локальних проявів громадської самодіяльності, що часто виступала як акт підтримки або доповнення до діяльності держави на межі ХІХ-ХХ ст. ст., спроб протистояння державній монополії та недемократичним рішенням її ключових інститутів у середині ХХ ст. до проявів паритетних відносин між інститутами громадянського суспільства і держави у другій половині ХХ ст. – на початку ХХІ ст., появи інституціоналізованих форм громадських ініціатив, які є носіями реальних функцій контролю та нагляду за роботою органів державної влади і місцевого самоврядування. Наголошено, що на кожному етапі існували цілком закономірні відмінності зарубіжних та вітчизняних практик упровадження громадських ініціатив. The transformations in the understanding of the phenomenon of public initiatives are analyzed, in particular, in the context of a historical retrospective of changes in the role and degree of state intervention in public life. Several stages in the formation of the content of public initiatives are identified: from local manifestations of public self-activity, which often acted as an act of support or complement to the activities of the state at the turn of the 19th and 20th centuries, attempts to resist the state monopoly and undemocratic decisions of its key institutions in the mid-20th century to manifestations of parity relations between civil society institutions and the state in the second half of the 20th century – early 21st century, the emergence of institutionalized forms of public initiatives that perform real functions of control and supervision over the work of state authorities and local self-government bodies. It is emphasized that at each stage there were quite natural differences between foreign and domestic practices of implementing public initiatives.
