Трансформаційний вплив ЄС на країни Асоційованого тріо

Abstract

Стаття присвячена дослідженню трансформаційного впливу ЄС на держави Асоційованого тріо (Україна, Молдова, Грузія) в контексті їх досягнень на євроінтеграційному шляху. Під поняттям «трансформаційний вплив ЄС» розуміють його здатність змінювати політичні, економічні, правові та соціальні системи інших країн (переважно сусідів або країн кандидатів на вступ) завдяки своїй «м’якій силі». Основними елементами такого впливу з боку Європейського Союзу є Копенгагенські критерії, як обов’язкові для виконання вимоги для країн, що прагнуть приєднання до нього. Зокрема, мова іде про наявність в країні сталого демократичного політичного режиму із чітким розподілом повноважень між виконавчою, законодавчою та судовою гілками влади, а також існування працюючої системи стримувань і противаг, що є запобіжником від авторизації влади та демонтажу демократії. Додатковими умовами в цій площині є вирішення у державі загальних проблем, пов’язаних з корупцією, а також забезпеченням захисту прав національних меншин. The article is devoted to the study of the transformational impact of the EU on the Associated Trio countries (Ukraine, Moldova, Georgia) in the context of their achievements on the path to European integration. The term ‘transformational influence of the EU’ refers to its ability to change the political, economic, legal and social systems of other countries (mainly neighbours or candidate countries) through its ‘soft power’. One of the elements of such influence from the European Union is the Copenhagen Criteria, which are mandatory requirements for countries seeking to join the EU. In particular, this refers to the existence of a stable democratic political regime in the country with a clear division of powers between the executive, legislative and judicial branches of government, as well as the existence of a functioning system of checks and balances that prevents the authorisation of power and the dismantling of democracy. Additional conditions in this area are the resolution of general problems in the state related to corruption, as well as ensuring the protection of the rights of national minorities.
