Консолідація сучасної демократії: інституції та актори цифрової політичної взаємодії

Abstract

Стаття присвячена інституційно-акторному виміру сучасної демократичної політичної системи. Актуальність теми зумовлена значенням консолідації під час російсько-української війни як чинника укріплення демократичних цінностей, які відстоює Україна на полі бою. Крім того, реалізація потенціалу інституційної консолідації значною мірою залежить від того, які суб'єкти активно формують та сприяють цифровим політичним взаємодіям. В умовах демократичної консолідації цифровий перехід від комунікації «згори донизу» до більш партисипативних підходів є перспективним для підвищення політичної довіри, оскільки громадяни все більше очікують прозорості та чуйності від своїх представників. Метою статті є виявлення інституційних та акторних чинників демократичної консолідації за цифрової доби. Встановлено, що більшість традиційних політичних партій та неформальних груп інтересів уникають застосування комплексних стратегій етичної, інклюзивної та відповідальної цифрової взаємодії, що перешкоджає розвитку потенціалу для справжнього сприяння довірі та відповідальності серед громадян The article is devoted to the institutional and actor dimension of the modern democratic political system. The relevance of the topic is due to the significance of consolidation during the Russian-Ukrainian war as a factor in strengthening democratic values, which Ukraine defends on the battlefield. In addition, the realization of the potential of institutional consolidation largely depends on which subjects actively shape and contribute to digital political interactions. In the context of democratic consolidation, the digital transition from top-down communication to more participatory approaches is promising for increasing political trust, as citizens increasingly expect transparency and responsiveness from their representatives. The aim of the article is to identify institutional and actor factors of democratic consolidation in the digital age. It is found that most traditional political parties and informal interest groups avoid implementing comprehensive strategies for ethical, inclusive and responsible digital engagement, which hinders the development of the potential to truly foster trust and accountability among citizens.
