Безпековий аспект американо-британських «особливих відносин» (2013–2021 рр.)

Abstract

Розглядається безпековий аспект «особливих відносин» США та Великобританії у період 2013–2021 рр. Метою статті є дослідження протистояння американо-британського союзу міжнародному тероризму на прикладі війн в Афганістані та Сирії в зазначений період. При цьому автором за допомогою аналізу мемуарної літератури як основного та унікального джерела дослідження, вирішувались завдання: порівняти думки політичних діячів про результати «особливих» американо-британських відносин у зазначений період, надати оцінку діяльності двох країн у боротьбі з викликами міжнародній безпеці. Для досягнення поставленої мети та вирішення завдань було застосовано методи: порівняльно-історичний та системний, які дають можливість об’єктивного висвітлення предмету наукової розробки. Аналіз політичної думки про «особливі відносини» США та Великобританії свідчить про високий рівень співробітництва двох країн, особливо у роки президентства Б. Обами і прем’єр-міністра Д. Кемерона. Непорозуміння між президентом Д. Трампом і прем’єр-міністром Т. Мей не призвели двосторонні відносин до кризи, а лише продемонстрували певні відмін- ності у підходах щодо забезпечення стратегічних інтересів двох країн. Американо-британський альянс залишався важливим, але не єдиним вагомим фактором сучасних міжнародних відносин. Міжнародний тероризм, як і у попередні роки, був нагальною світовою проблемою, у боротьбі з яким брали активну участь США і Великобрита- нія. Однак, на її розв’язанні позначились американо-британські стратегічні прорахунки у минулому та помилки у ході тривалих кампаній в Афганістані, Іраку та Сирії. Попри заяви президента Д. Трампа про досягнення поставленої мети у боротьбі з міжнародним тероризмом, ситуація в Афганістані, Сирії, як і на всьому великому Близькому Сході залишалась дуже складною, далекою від стабільності і сприятливою для виникнення нових загроз миру. The security aspect of the «special relationship» between the USA and Great Britain in the period 2013–2021 is considered. The aim of the article is to study the American-British alliance’s opposition to international terrorism using the example of the wars in Afghanistan and Syria in the specified period. At the same time, the author, using the analysis of memoir literature as the main and unique source of research, solved the following tasks: to compare the opinions of political figures about the results of the «special» American-British relations in the specified period, to provide an assessment of the activities of the two countries in the fight against challenges to international security. To achieve the set goal and solve the tasks, the following methods were used: comparative-historical and systemic, which allow for objective coverage of the subject of scientific development. The analysis of political opinion about the «special relationship» between the USA and Great Britain indicates a high level of cooperation between the two countries, especially during the presidency of B. Obama and Prime Minister D. Cameron. Misunderstanding between President D. Trump and Prime Minister T. May did not lead bilateral relations to a crisis, but only demonstrated certain differences in approaches to ensuring the strategic interests of the two countries. The American-British alliance remained an important, but not the only significant factor in modern international relations. International terrorism, as in previous years, was an urgent global problem, in the fight against which the USA and Great Britain took an active part. However, its solution was affected by American-British strategic miscalculations in the past and mistakes during long campaigns in Afghanistan, Iraq and Syria. Despite President D. Trump’s statements about achieving the set goal in the fight against international terrorism, the situation in Afghanistan, Syria, as well as in the entire greater Middle East, remained very complex, far from stability and favorable for the emergence of new threats to peace.
