Роль парламентаризму у процесі політичної структуризації суспільства

Abstract

Статтю присвячено визначенню ролі парламентаризму у процесі політичної структуризації суспільства. Актуальність проблеми обумовлена тим, що парламентаризм, як інституціоналізоване політичне представництво різних соціальних груп, з яких складається соціальна та політична структура суспільства, стало однією із фундаментальних для розвитку демократії. Парламентаризм є невід’ємною частиною демократичного політичного режиму. З одного боку, суспільство формує парламент на основі репрезентації інтересів груп та спільнот, а з іншого боку, парламент формує політичну структуру суспільства. Роль парламентаризму у процесі політичної структуризації суспільства полягає у репрезентації інтересів соціальних груп та, водночас, в установчій, контрольній та законодавчій функціях. Реалізація функцій парламенту у сучасній демократичній політичній системі полягає також у формуванні «порядку денного» суспільства, «правил гри». Метою статті є визначення ролі парламентаризму у процесі політичної структуризації суспільства. This article is devoted to defining the role of parliamentarism in the process of society’s political structuring. The relevance of the problem is due to the fact that parliamentarism, as an institutionalized political representation of various social groups that constitute the social and political structure of society, has become one of the fundamental elements for the development of democracy. Parliamentarism is an integral part of a democratic political regime. On the one hand, society forms parliament based on the representation of the interests of groups and communities, and on the other hand, parliament shapes the political structure of society. The role of parliamentarism in the process of society’s political structuring lies in the representation of social groups’ interests and, simultaneously, in its constituent, oversight, and legislative functions. The realization of parliamentary functions in a modern democratic political system also includes shaping society’s “agenda” and “rules of the game.” The aim of the article is to define the role of parliamentarism in the process of society’s political structuring.
