Реорганізація молодіжної політики в державотворчих процесах: український та європейський контекст

Abstract

У статті розглядається трансформація молодіжної політики України у світлі сучасних викликів державотворення та інтеграції до європейського простору. Здійснено компаративний аналіз моделей молодіжної політики в країнах ЄС та України, виявлено ключові відмінності в інституційному дизайні, стратегічних пріоритетах та механізмах фінансування. Обґрунтовано, що європейська модель базується на принципах субсидіарності, участі та міжсекторної взаємодії, що забезпечує її гнучкість та ефективність. Українська модель, попри значний прогрес у законодавчому полі, все ще характеризується централізованими підходами та недостатньою імплементацією на місцях. Особливу увагу приділено інституційним реформам, що впливають на молодіжне середовище, а також участі молоді в демократичному процесі. Проаналізовано вплив повномасштабної війни на пріоритети молодіжної політики, зокрема зростання запиту на психологічну підтримку, реінтеграцію молоді з числа ВПО та ветеранів, а також залучення молоді до процесів відновлення. Виявлено структурні бар’єри для ефективного залучення молоді до політичного життя: правова невизначеність статусу молодіжних рад, брак фінансових ресурсів, низький рівень довіри до політичних інститутів та патерналістські стереотипи. Запропоновано конкретні напрями реорганізації політики щодо молоді з урахуванням європейських стандартів. Стаття заснована на методології політичних студій, інтердисциплінарному підході, а також аналізі актуальних нормативно-правових актів України та країн ЄС. he article examines the transformation of Ukraine’s youth policy in light of the current challenges of state-building and integration into the European space. A comparative analysis of youth policy models in the EU countries and Ukraine is carried out, identifying key differences in institutional design, strategic priorities, and funding mechanisms. It is substantiated that the European model is based on the principles of subsidiarity, participation, and inter-sectoral cooperation, which ensures its flexibility and effectiveness. The Ukrainian model, despite significant progress in the legislative field, is still characterized by centralized approaches and insufficient implementation at the local level. Special attention is paid to institutional reforms affecting the youth environment, as well as the participation of young people in the democratic process. The impact of the full-scale war on youth policy priorities is analyzed, particularly the growing demand for psychological support, reintegration of youth from IDPs and veterans, and the involvement of youth in recovery processes. Structural barriers to the effective involvement of youth in political life are identified: legal uncertainty of the status of youth councils, lack of financial resources, low level of trust in political institutions, and paternalistic stereotypes. Specific directions for the reorganization of youth policy are proposed, taking into account European standards. The article is based on the methodology of political studies, an interdisciplinary approach, as well as the analysis of current legal acts of Ukraine and the EU countries.
