Між демократією та диктатурою: парадокс теорії суспільного вибору

Abstract

У статті розглянуто парадокси теорії суспільного вибору як інструмент критичного аналізу меж сучасної демократії. Спираючись на теореми Кондорсе й Ерроу, доведено принципову неможливість створення універсально справедливої процедури колективного вибору без суперечностей. У фокусі – проблеми делегованої демократії, алгоритмізації ухвалення рішень, стратегічної маніпуляції порядком голосування та зниження довіри до демократичних процедур. Особлива увага приділяється впливу технократичних і цифрових інструментів на трансформацію народовладдя: виборча процедура більше не сприймається як нейтральний механізм, а як джерело політичної легітимності або її втрати. Аналізуються сучасні міждисциплінарні підходи до подолання парадоксів – від моделей обмеженої раціональності до алгоритмічного дизайну процедур. The article examines the paradoxes of social choice theory as a tool for critically analyzing the limits of modern democracy. Drawing on the theorems of Condorcet and Arrow, it demonstrates the fundamental impossibility of creating a universally fair procedure for collective choice without contradictions. The focus is on issues of delegated democracy, the algorithmization of decision-making, strategic manipulation of voting order, and the decline of trust in democratic procedures. Special attention is given to the impact of technocratic and digital tools on the transformation of popular sovereignty: the electoral procedure is no longer perceived as a neutral mechanism but as a source of political legitimacy or its loss. Contemporary interdisciplinary approaches to overcoming these paradoxes are analyzed – from models of bounded rationality to the algorithmic design of procedures. It is noted that in the new type of political reality, democracy operates within a configuration of delegated decisions, algorithmic optimization, and structured strategic choices. The article outlines the risks of autocratization of democratic regimes due to delegative governance, informational asymmetry, and institutional distrust. Modern hybrid models of democracy are seen as the result of politics as the «architecture of procedural trust.» Perspectives on post-democratic governance define democracy not as a stable institution but as a dynamic space of constant struggle between instrumental order and legitimate self-expression of citizens. The purpose of the study is to analyze the structural contradictions of social choice theory in the context of modern democracy and to identify conditions under which democracy transforms into a form of delegated or managed participation bordering on authoritarian practices. The work also aims to explore novel algorithmic and behavioral approaches to resolving paradoxes of collective choice. The object of the study is social choice as a phenomenon of the political process and formalized democracy.
