Американо-британські відносини (2009–2013 рр.)

Abstract

Розглядаються американо-британські відносин у 2009–2013 рр. Метою статті є дослідження «особливих відносин» у зазначений період. При цьому автором, покладаючись на аналіз мемуарної літератури як основного та унікального дже- рела дослідження, вирішувались завдання: проаналізувати думку політичних дія- чів про результати «особливих» американо-британських відносин у зазначений період і дати оцінку діяльності двох країн у боротьбі з викликами міжнародній безпеці, звернувши в першу чергу увагу, на антитерористичну війну в Афганіс- тані та війну в Іраку. Для досягнення поставленої мети та вирішення завдань було застосовано методи: порівняльно-історичний та системний, які дають мож- ливість об’єктивного висвітлення предмету наукової розробки. Міжнародні від- носини, в зазначений період, були насичені подіями, які набули особливого драма- тизму навколо Афганістану, Іраку та країн, охоплених «арабською весною». Аналіз політичної думки про «особливі відносини» США та Великобританії свідчить про високий рівень співробітництва і взаємозалежність двох країн. Такою ж високою була оцінка діяльності та співпраці президента Б. Обами і прем’єр-міністрів Г. Бра- уна та Д. Кемерона і особливо у подоланні фінансово-економічної кризи. В центрі уваги лідерів двох країн була спільна боротьба з міжнародним тероризмом, який залишався нагальною світовою проблемою. На її розв’язання негативно впливали «стратегічні прорахунки» США і Великобританії у минулому та помилки під час проведення афганської та іракської кампаній. Афганістан і великий Близький Схід, як і раніше, залишались регіонами підвищеної небезпеки і нових викликів. Сполучені Штати і Великобританія, демонструючи «особливі відносини», довели життєз- датність двохстороннього альянсу (важливого, але не єдиного вагомого фактору сучасних міжнародних відносин), але досягти поставленої мети у боротьбі з між- народним тероризмом поки що не змогли. The article examines the American-British relations in 2009–2013. The purpose of the article is to study the “special relationship” in this period. In doing so, the author, relying on the analysis of memoir literature as the main and unique source of research, solved the following tasks: to analyse the opinion of political figures on the results of the “special” American-British relations during this period and to assess the activities of the two countries in combating international security challenges, paying first and foremost attention to the antiterrorist war in Afghanistan and the war in Iraq. To achieve this goal and solve the tasks, the author used the following methods: comparative and historical and systematic, which allow for an objective coverage of the subject of scientific research. International relations in this period were saturated with events that gained particular drama around Afghanistan, Iraq and the countries affected by the Arab Spring. An analysis of political opinion on the “special relationship” between the United States and Great Britain shows a high level of cooperation and interdependence between the two countries. President Barack Obama and Prime Ministers Gordon Brown and David Cameron were equally praised for their work and cooperation, especially in overcoming the financial and economic crisis. The leaders of the two countries focused on the joint fight against international terrorism, which remained an urgent global problem. Its solution was negatively affected by the “strategic miscalculations” of the United States and Great Britain in the past and mistakes during the Afghan and Iraqi campaigns. Afghanistan and the wider Middle East continued to be regions of high risk and new challenges. The United States and Great Britain, demonstrating a “special relationship”, proved the viability of the bilateral alliance (an important, but not the only significant factor in modern international relations), but have not yet been able to achieve their goal in the fight against international terrorism.
