Від віче до цифрового протесту: етапи розвитку громадянського суспільства в Україні

Abstract

У статті проаналізовано основні етапи розвитку громадянського суспіль- ства в Україні від традиційних форм колективного волевиявлення, таких як віче та козацькі ради, до сучасних електронних та цифрових форматів участі. Роз- глянуто специфіку становлення громадянських ініціатив у періоді національно- визвольних рухів, пострадянської трансформації та демократизації після Революції Гідності. Особливу увагу приділено впливу цифровізації на зміну форм і механізмів громадянської активності: від офлайн-ініціатив до електронної участі, цифрових протестів, мережевої мобілізації та використання інформаційно-комунікаційних технологій для контролю за владою. Досліджено поняття «електронне грома- дянське суспільство» та «цифрове громадянське суспільство», встановлено їх відмінності, функціональні характеристики та потенціал для демократичного розвитку. У статті систематизовано основні риси цифрового громадянського суспільства: мультимедійність, доступність, інтерактивність, аналітичність і прозорість. Розглядається роль новітніх технологій – блокчейну, великих даних, штучного інтелекту – у процесах самоорганізації громадян та формуванні соціаль- ного впливу. Наголошено на зростанні значення онлайн-платформи, електронного врядування, соціальних мереж і краудсорсингових ініціатив у формуванні публічної політики. Обґрунтовано, що цифровий компонент громадянського суспільства є не лише технологічною модернізацією традиційних форм участі, але й якісно новим етапом розвитку національної політичної культури. Окреслено перспективи дослі- дження цифрового громадянства як чинника посилення демократичної участі, про- зорості влади та стійкості суспільства в умовах гібридних загроз. The article analyzes the main stages of civil society development in Ukraine, from traditional forms of collective expression such as veche and Cossack councils to modern electronic and digital formats of participation. It examines the specifics of civil initiatives during the periods of national liberation movements, post-Soviet transformation, and democratization after the Revolution of Dignity. Particular attention is given to the impact of digitalization on the evolution of forms and mechanisms of civic engagement-from offline initiatives to electronic participation, digital protests, network mobilization, and the use of information and communication technologies to monitor government actions. The concepts of "electronic civil society" and "digital civil society" are explored, with an emphasis on their differences, functional characteristics, and potential for democratic development. The article systematizes the key features of digital civil society: multimedia capacity, accessibility, interactivity, analytical focus, and transparency. The role of emerging technologies-blockchain, big data, artificial intelligence-in processes of citizen self-organization and the formation of social influence is considered. The increasing importance of online platforms, e-governance, social networks, and crowdsourcing initiatives in shaping public policy is highlighted. It is argued that the digital component of civil society represents not only a technological modernization of traditional forms of participation but also a qualitatively new stage in the development of national political culture. The article outlines prospects for studying digital citizenship as a factor in strengthening democratic participation, government transparency, and societal resilience in the context of hybrid threats.
