Гендерний аспект соціокультурних трансформацій в процесах диджиталізації та модернізації міста

Abstract

Цифровізація міста радикально змінює соціальну тканину урбаністичного простору. Вона формує нові форми доступу до ресурсів і влади, але водночас поглиблює існуючі нерівності. Водночас, досвід жінок у цифровізованому місті виявляється структурно відмінним, оскільки алгоритмічні системи, інфраструктурна нерівність і символічна репрезентація у медіа відтворюють багатовимірні форми гендерної асиметрії. Дані міжнародних інституцій засвідчують гендерний цифровий розрив залишається стійким навіть у високорозвинених регіонах, зокрема сталу нерівність у доступі жінок до цифрових технологій, інтернету, міських сервісів і можливостей участі в управлінні урбаністичними процесами. Це особливо актуально в контексті відбудови українських міст, де цифрова модернізація повинна враховувати принципи соціальної справедливості, інклюзії та культурного різноманіття. Ігнорування гендерної оптики ризикує консервувати патерни дискримінації та знижує потенціал сталого розвитку. Мета статті – розроблення теоретико-аналітичної рамки, що пояснює, як процеси диджиталізації та модернізації міського середовища впливають на гендерну структуру урбаністичних відносин, а також окреслення напрямів формування інклюзивної цифрової політики, здатної мінімізувати соціальні нерівності та розкрити потенціал цифровізованних міст для жінок. Urban digitalisation radically reshapes the social fabric of urban spaces, creating new forms of access to resources and power while simultaneously deepening existing inequalities. The experience of women in digitalised cities reveals a structurally distinct dimension, as algorithmic systems, infrastructural disparities, and symbolic representations in the media reproduce complex forms of gender asymmetry. Data from international institutions indicate that the gender digital divide remains persistent even in highly developed regions, highlighting ongoing inequalities in women's access to digital technologies, the internet, urban services, and opportunities for participation in urban governance. This issue is particularly relevant in the context of rebuilding Ukrainian cities, where digital modernisation must incorporate the principles of social justice, inclusivity, and cultural diversity. Ignoring a gender-sensitive perspective risks entrenching patterns of discrimination and undermining sustainable development potential. Aim of the Article. The aim is to develop a theoretical and analytical framework that explains how urban digitalisation and modernisation processes affect the gender structure of urban relations, and to outline pathways for the formation of inclusive digital policies capable of minimising social inequalities and unlocking the potential of digitalised cities for women. Methods. The study employs secondary analysis of international reports (by the UN, World Bank, ITU, and GSMA), critical discourse analysis, and conceptual modelling within the paradigm of late modernity.
