Інтеракція політичних еліт як чинник демократизації суспільства

Abstract

У дисертації здійснено комплексне дослідження процесу інтеракції політичних еліт як чинника демократизації суспільства, проаналізовано технологічні, інституційні та функціональні особливості цього процесу. Визначено, що основою інтеракції еліт виступають відносини між структурними елементами політичної системи суспільства (партійною елітою, державними службовцями, керівництвом середнього рівня, представниками мас-медіа, експертного співтовариства та ін.), а демократичність взаємодії політичних еліт визначається рівнем розвитку інституцій державної влади та громадянського суспільства, механізмами ротації еліт, політичної участі громадян та активності політичного класу при ухваленні та реалізації політичного курсу, відкритістю політичної еліти. Обґрунтовано, що структура інтеракції політичних еліт формується на основі горизонтальних та вертикальних відносин, які опосередковуються системою політичних комунікацій. Рівень політичної інтеракції еліт визначається розвиненістю та ефективністю горизонтальної та вертикальної взаємодії політичних еліт при визначенні політичного курсу, обранні лідерів та участі у виборах.

A comprehensive study of the process of interaction of political elites as a factor in the democratization of society was carried out in the dissertation. Technological, institutional and functional features of the interaction of the political elites were analyzed. It was determined that the basis of the interaction of elites are the relations between the structural elements of the political system of society (party elite, civil servants, middle-level, representatives of mass media, experts, etc.), and the democratic nature of the interaction of political elites is determined by the level of development of institutions of government and civil society mechanisms of rotation of elites, political participation and activity of the political class in the adoption and implementation of the policy openness of the political elite. The structure of the interaction of political elites, is formed on the basis of horizontal and vertical relationships that are mediated by the system of political communications was founded. The level of political interaction of elites is determined by the sophistication and efficiency of horizontal and vertical interaction of the political elites in determining the political course, the election of leaders and participation in elections
