Система стримувань та противаг в сучасних демократіях

Abstract

В дисертації розглядається система стримувань та противаг як набір інструментів впливу на дії інших учасників політичного процесу у кожного з органів влади в сучасних демократичних країнах, які згруповані в єдине ціле – мережу для запобігання концентрації влади одним з них, а також об’єднання зусиль для досягнення спільної мети – ефективного здійснення влади в державі. Система стримувань та противаг аналізується в контексті еволюції політичної влади, а також політичної думки та теорії демократичного процесу. Увага приділяється впливу форми правління та територіальної організації влади на модель системи стримувань та противаг. Обґрунтовується необхідність розробки оптимальної моделі системи стримувань та противаг для умов сучасної України, яка базується на мережевій структурі, передбачає зміцнення президентської влади та посилення ролі регіонів з подальшою можливістю введення двопалатного парламенту. This thesis observe the system of checks and balances as a set of tools to influence the actions of other members of political process in each of the authorities in modern democratic countries, grouped into a single entity - a network to prevent concentration of power by one of them and joint efforts to achieve a common goal - the effective functioning of authority in the state. The system of checks and balances is analyzed in the context of the evolution of political power, and political thought and theory of the democratic process. Attention is paid to the influence of forms of board and the territorial arrangement of authorities on a model of system of checks and balances. It is offered the necessity to develop an optimal model of system of checks and balances for the conditions of modern Ukraine, which is based on network structure, envisages the strengthening of presidential power and the role of the regions with the subsequent possibility of introducing a bicameral parliament.
