Європейський Союз як втілення концепції космополітичної демократії

Abstract

У сучасному світі, що стає все більш взаємопов’язаним, виникають демократичні процеси і механізми, які виходять за межі національних держав. Європейський Союз є яскравим прикладом міжнародної організації, що втілює демократичні принципи на наднаціональному рівні. Теоретичною основою для розбудови таких інтеграційних об’єднань багато дослідників вважають концепцію космополітичної демократії, яка покликана забезпечити права і свободи кожної людини незалежно від її громадянства і місця перебування в умовах посилення наднаціональної влади та розмивання суверенітету держав. Актуальність статті зумовлена тим, що Україна перебуває на шляху до вступу в ЄС, що означатиме для неї як отримання численних переваг від участі у цьому об’єднанні демократичних та розвинутих держав, так і підпорядкування наднаціональному порядку з частковим обмеженням державного суверенітету. Саме тому важливо розглянути цю організацію крізь призму концепції космополітичної демократії для того, щоб зрозуміти напрями її розвитку та рівень демократичної легітимності її влади. Метою статті є виявити та дослідити ознаки космополітичної демократії в сучасному Європейському Союзі, а також оцінити перспективи подальшого втілення цієї концепції у межах ЄС та поза ними. Теоретико-методологічною основою роботи є концептуальні моделі та теорії космополітичної демократії, представлені у роботах авторитетних у цій сфері дослідників Д. Хелда, Д. Аркібуджі, В. Кимлічки. У статті досліджено витоки теорії космополітичної демократії та визначено її суть і характерні особливості. Систематизовано напрацювання науковців, які зробили значний внесок у розроблення цієї концепції, проаналізовано їхні позиції щодо перспектив втілення ідей космополітичної демократії в межах ЄС та загалом у сучасному світі. В результаті дослідження принципів, інституцій та механізмів функціонування ЄС визначено головні риси космополітичної демократії, реалізовані в межах цього інтеграційного об’єднання держав. Йдеться насамперед про: рівність держав-членів, а також усіх громадян, демократичні механізми ухвалення рішень, публічні обговорення, можливості впливу громадян на процес ухвалення рішень, відповідальність, підзвітність та прозорість інституцій ЄС, захист прав людини як першочергову мету, функціонування за принципом взаємної вигоди, націленість на вирішення глобальних проблем людства. In today’s interconnected world, democratic processes and mechanisms are emerging going beyond national states. The European Union is a vivid example of an international organization that embodies democratic principles at the supranational level. Many researchers consider the concept of cosmopolitan democracy, which is designed to ensure the rights and freedoms of every person regardless of their citizenship and place of residence, to be the theoretical basis for the development of such integration associations under conditions of the strengthening of supranational institutions and the erosion of sovereignty. This issue is relevant for Ukraine, as it is on the way to joining the EU, which will mean both obtaining benefits from participation in the union of democratic and developed states, and subordination to a supranational order with a partial restriction of state sovereignty. That is why it is important to consider this international organization through the prism of the concept of cosmopolitan democracy in order to understand the directions of its development and the level of democratic legitimacy of its power. The purpose of the article is to identify and investigate the features of cosmopolitan democracy in today’s European Union, as well as to assess the prospects for the further implementation of this concept within the EU and beyond. The research was conducted on the basis of theoretical and methodological developments and conceptual models of cosmopolitan democracy by D. Held, D. Archibugi, and W. Kymlicka. The article examines the origins of the theory of cosmopolitan democracy and defines its essence and characteristic features. The views of researchers who contributed to the development of this concept are systematized, and their attitude to the prospects of implementing the ideas of cosmopolitan democracy within the EU and at the global level is analyzed. As a result of the study of EU’s principles, institutions and mechanisms, the main features of cosmopolitan democracy, implemented within the framework of the Union, have been determined, in particular: equality of member states, as well as EU citizens; democratic decision-making mechanisms; opportunities for citizens to influence policymaking; responsibility, accountability and transparency of EU institutions; protection of human rights as a primary goal; mutual benefit from cooperation; focus on solving global issues.
