Роль популізму у зовнішній політиці Грузії

Abstract

Поняття «популізм» склалось порівняно недавно й має різні підходи у трактуванні. Але в сучасному політичному житті популізм розглядається не стільки як політична доктрина, а як інструмент для досягнення влади політичними партіями. Популізм актуалізується у політичному житті різних країн, як західних демократій, так і транзитивних, постсоціалістичних та пострадянських. Для вивчення впливу популізму на вироблення зовнішньої політики в транзитивних суспільствах було обрано кейс Грузії. Слід зазначити, що Грузія, на ряду із західноєвропейськими країнами, не залишилась осторонь загального тренду виходу на політичну сцену популістичних рухів та партій. Європейські та грузинські популісти стоять на схожих позиціях у питаннях зовнішньої політики та мають яскраво виражене націоналістичне забарвлення, а іноді й проросійську орієнтацію. В Грузії визначились популістські партії лівого та правого спрямування. Популісти мають значний вплив на формування зовнішньої політики Грузії. Було вивчено особливості популістських партій, проаналізовано процес створення. Загалом, партії намагаються поширювати серед населення думку, що ЄС та НАТО не є ціллю країни, таким чином демонструючи анти західні позиції. he concept of “populism” was developed relatively recently and has different approaches in its interpretation. But in modern political life, populism is considered not so much as a political doctrine, but as a tool for achieving power. Populism is actualized in the political life of various countries, both Western democracies and transitional, post-socialist, and post-Soviet countries. To study the impact of populism on the development of foreign policy in transitional societies, the case of Georgia was chosen. It should be noted that Georgia, along with Western European countries, did not remain aloof from the general trend of populist movements and parties entering the political scene. European and Georgian populists take similar positions in matters of foreign policy and have a pronounced nationalist color, and sometimes a pro-Russian orientation. Left- and rightwing populist parties have emerged in Georgia. Populists have a significant influence on the formation of Georgia’s foreign policy. The peculiarities of populist parties were studied, the creation process was analyzed. In general, the parties try to spread the opinion among the population that the EU and NATO are not the country’s goal, thus demonstrating antiWestern positions. During the study of the issue, both general scientific methods and special ones were used. Among the general scientific methods, one can note the method of content analysis and the historical method. The case study was also involved in the research as a special case. The results of the research consist in the identified role of populist parties in the development of Georgia’s foreign policy. Since Georgian populists are actively engaged in their activities and are able to “convert” significant masses of the country’s citizens to their side, appealing primarily to their “nationalist consciousness”, portraying Georgian society as “ideal”, contrasting it with others, especially Western European ones. In order to gain power, populists “play” on traditional issues, namely, they blame all the country’s troubles on “predecessors” or foreigners, especially those from Middle Eastern countries, instead, like some European populists, they actively turned to the Russian Federation.
