Роль засобів масової інформації у врегулюванні міжнародних конфліктів ХХІ ст.

Abstract

В епоху глобалізації та розвитку інформаційних технологій роль засобів масової інформації у врегулюванні міжнародних конфліктів є значною та різноплановою. Висвітлюючи інформацію, ЗМІ можуть стати стороною конфлікту і впливати на його перебіг. Особливістю сучасних міжнародних відносин є зростання ролі ЗМІ в дипломатії як інструменту зовнішньої політики. Сучасні міжнародні конфлікти мають гібридний характер – військові дії супроводжуються інтенсивною інформаційною кампанією. Розглядаючи вплив ЗМІ на зовнішню політику науковці вказують на «ефект CNN» – міжнародні медіа мають потенціал впливати на уряди та міжнародні організації, можуть впливати на формування порядку денного у політиці. Метою статті є дослідження та аналіз ролі засобів масової інформації у процесі врегулювання сучасних міжнародних конфліктів з врахуванням особливостей сучасного медійного простору. Використано такі методи дослідження: історичний; порівняльний; системний; структурно-функціональний, аналіз та синтез. Проаналізовано роль сучасних медіа – соціальних мереж у міжнародних конфліктах. Визначено, що роль ЗМІ у міжнародних конфліктах є неоднозначною і може мати різне спрямування. Встановлено, що під час конфлікту надання достовірної інформації має вирішальне значення, а її часто буває важко забезпечити. Зроблено висновки, що ЗМІ виконують роль постачальника та інтерпретатора інформації; виступають у ролі третьої сторони, яка забезпечує зворотній зв’язок з громадськістю щодо певних проблем; ЗМІ можуть виступати в ролі арбітра, який визначає порядок денний; ЗМІ мають вплив на політиків та є інструментом, за допомогою якого політики доносять свої ідеї. Іноді ЗМІ використовуються для висвітлення дипломатичних ініціатив і передачі повідомлень між сторонами конфлікту та можуть допомогти навести мости між ворогами і зміцнити довіру, необхідну для початку переговорів. Отже, у ХХІ столітті традиційні та новітні ЗМІ відіграють невід’ємну та вирішальну роль у розвитку та врегулюванні міжнародних конфліктів. In the era of globalization and the development of information technologies, the role of mass media in the settlement of international conflicts is significant and multifaceted. By covering information, the mass media can become a party to the conflict and influence its course. A feature of modern international relations is the growing role of mass media in diplomacy as a tool of foreign policy. Modern international conflicts have a hybrid nature – military actions are accompanied by an intensive information campaign. When considering the influence of mass media on foreign policy, scientists point to the “CNN effect” – international media have the potential to influence governments and international organizations, can influence the formation of the agenda in politics. The purpose of the article is research and analysis of the role of mass media in the process of settling modern international conflicts, taking into account the features of the modern media space. The following research methods were used: historical; comparative; systemic; structural and functional, analysis and synthesis. The role of modern media – social networks in international conflicts is analyzed. It was determined that the role of mass media in international conflicts is ambiguous and can have different directions. It has been established that in times of conflict, the provision of reliable information is critical and often difficult to provide. It was concluded that mass media fulfill the role of information provider and interpreter; act as a third party that provides feedback to the public on certain issues; The media can act as an agenda-setting arbiter; The media influence politicians and are a tool through which politicians communicate their ideas. Sometimes the media is used to highlight diplomatic initiatives and convey messages between parties to a conflict and can help build bridges between enemies and build the trust needed to start negotiations. Therefore, in the 21st century, traditional and modern mass media play an integral and decisive role in the development and settlement of international conflicts.
