Інформаційна політика закладів вищої освіти в умовах російсько-української війни

Abstract

У цьому дослідженні розкриваються основні актуальні питання щодо реалізації інформаційної політики закладів вищої освіти в умовах російсько-української війни. Основна мета дослідження – розкрити особливості інформаційної політики закладів вищої освіти в умовах російсько-української війни та показати основні проблемні моменти у реалізації такої інформаційної політики. Під час дослідження використовувалися наступні методи: загальнонаукові методи, наприклад, аналіз та синтез, а також спеціальні – інституціональний та нормативний методи при наведенні основних дефініцій дослідження; компаративний при порівнянні ЗВО; а також метод аналізу веб-сайту та соціальних мереж ЗВО. У результаті дослідження зроблено висновки, що під час війни заклади вищої освіти продовжують активну інформаційну політику, що включає і маркетингові заходи, постійну комунікацію із студентами та педагогічно-науковим колективом, адаптація до нових умов ведення навчального процесу та інформування його учасників щодо безпекових факторів. Новим викликом для ЗВО стало питання інформаційної безпеки навчального закладу, що включає захист інформації обмеженого доступу (персональні дані, комерційна таємниця тощо) і захист інтелектуальної власності; розробка та наявність кризових планів дій та алгоритмів для реагування на екстрені ситуації, що можуть передбачати евакуацію, переключення на дистанційний навчальний процес, забезпечення безпеки персоналу та студентів; комунікаційний процес, що передбачає забезпечення відкритої та достовірної інформації для громадськості, студентів, батьків, партнерів та ЗМІ щодо ситуації в університеті, заходів безпеки, змін у режимі роботи тощо; забезпечення соціально-психологічної підтримки як для студентів, так і для співробітників під час кризових ситуацій. Тому, інформаційна політика сучасного ЗВО має бути спрямована не тільки на популяризацію університету серед громадськості та конкурентоздатність, а й на створення інформаційного безпекового середовища для всіх учасників навчального процесу. This study addresses the key current issues regarding the implementation of information policy by higher education institutions in the context of the Russian-Ukrainian war. The main goal of the research is to uncover the specifics of the information policy of higher education institutions in the context of the Russian-Ukrainian war and to highlight the key problematic aspects in implementing such information policy. The following methods were used during the research: general scientific methods, such as analysis and synthesis, as well as specific methods – institutional and normative methods when providing the main definitions of the study; comparative method in comparing higher education institutions; also the method of analyzing websites and social media of higher education institutions. Based on the results of the research, it was concluded that in the conditions of war, higher education institutions continue an active information policy, which includes marketing measures, constant communication with students and the academic community, adaptation to new conditions of the educational process, and informing its participants about security factors. A new challenge for higher education institutions has become the issue of informational security of the educational institution, which includes protecting restricted access information (personal information, commercial secrets, etc.) and safeguarding intellectual property; the development and availability of crisis action plans and algorithms for responding to emergency situations that may involve evacuation, transitioning to remote learning processes, ensuring the safety of staff and students; a communication process that includes providing open and reliable information to the public, students, parents, partners, and the media regarding the university’s situation, safety measures, changes in operating procedures, etc.; providing social and psychological support for both students and employees during crisis situations. Therefore, the information policy of a modern higher education institution should be directed not only towards promoting the university among the public and competitiveness but also towards creating an information security environment for all participants of the educational process.
