Співробітництво ЄС та України в енергетичній сфері: напрямки взаємодії, перспективи, проблеми

Abstract

Метою статті є дослідження співробітництва ЄС та України в енергетичній сфері під кутом зору з’ясування напрямків взаємодії, перспектив, проблем. Завданнями дослідження визначено з’ясувати: 1) напрямки співпраці ЄС та України в енергетичній сфері; 2) перспективи співпраці ЄС та України в енергетичній сфері; 3) проблеми, які ускладнюють співпрацю в енергетичній сфері між ЄС та Україною. Для дослідження використано методологію неоінституціоналізму, за допомогою якої проаналізовані рішення інституцій ЄС та України щодо енергетичного сектора. Акцентовано на питаннях: приєднання України до енергетичної системи ENTSO-E; перспективи видобутку газу в Україні та використання її сховищ для зберігання газу держав ЄС; співпраці щодо видобутку в Україні металів і мінералів, необхідних для впровадження «чистих» технологій; виробництва в Україні водню, у т. ч. й «зеленого», біометану і їх експорту до ЄС; відбудови деокупованих територій України з урахуванням стандартів ЄС щодо енергоефективності. ЄС позиційований як провідний партнер України у протидії російському енергетичному шантажу та тероризму. Спрогнозовано, що на етапі повоєнної відбудови роль ЄС буде основною з огляду на євроінтеграційну перспективу України та вже зроблені кроки до зближення енергосистем. Наголошено, що ефективність співпраці України та ЄС в енергетичній сфері узалежнена не лише від інституційних реформ енергетичного сектора України, а й від послідовної антикорупційної політики, прозорості владних рішень, безумовного верховенства права, лібералізації енергетичного сектора України для залучення іноземних інвестицій відповідно до правової системи ЄС. The purpose of the article is to study the cooperation between the EU and Ukraine in the energy sector from the perspective of clarifying directions of interaction, prospects and problems. The objectives of the study are to determine: 1) areas of cooperation between the EU and Ukraine in the energy sector; 2) prospects for cooperation between the EU and Ukraine in the energy sector; 3) problems complicating energy cooperation between the EU and Ukraine. The study used the methodology of neo-institutionalism, which was used to analyze the decisions of the institutions of the EU and Ukraine in the energy sector. Emphasis is placed on the following issues: joining Ukraine to the ENTSO-E energy system; the prospects of gas production in Ukraine and the use of its storage facilities for gas storage of EU countries; cooperation regarding the extraction of metals and minerals in Ukraine, necessary for the implementation of “clean” technologies; production of hydrogen in Ukraine, including “green”, biomethane and their export to the EU; reconstruction of the de-occupied territories of Ukraine in light of EU energy efficiency standards. The EU is positioned as a leading partner of Ukraine in countering Russian energy blackmail and terrorism. It is predicted that at the stage of post-war reconstruction, the role of the EU will be fundamental, taking into account Ukraine’s European integration prospects, and steps have already been taken towards bringing energy systems closer together. It is noted that the effectiveness of cooperation between Ukraine and the EU in the energy sector depends not only on institutional reforms of the energy sector of Ukraine, but also on consistent anti-corruption policies, transparency of government decisions, unconditional rule of law, liberalization of the energy sector of Ukraine to attract foreign investment in accordance with the EU legal system.
