Теоретичні підходи до демократії у сучасному контексті: порівняльна перспектива

Abstract

Політична модернізація, тобто якісне оновлення політичних структур, відносин, інститутів, практик – це процес, що забезпечує поступальний розвиток, який є особливо важливим для суспільств перехідного типу. В ідеальному варіанті вона вплетена в саму матерію політичної демократизації. У цьому випадку політичні інститути, політична діяльність та відносини, весь політичний процес на основі демократичних цінностей отримують орієнтацію на виявлення та своєчасне вирішення протиріч, на пошук сил і засобів, що забезпечують впровадження інновацій, які відповідають назрілим потребам життя суспільства. Існує досвід політичної модернізації в розвинених країнах, який в якості концептуальної моделі намагаються застосувати в себе інші сучасні держави, в тому числі й Україна. В статті охарактерезовано закономірності еволюції сучасних теорій демократії, запропонований їх порівняльний аналіз. В сучасних теоріях демократії відмічаються як недоліки, так і значні плюси, які при їх врахуванні на практиції дозволяють просуватися вперед в демократичному розвитку. Демократичний розвиток – процес нелінійний та неоднозначний. Трансформація політичних інститутів демократії може йти як у бік формування нової якості зв’язків, що забезпечують дедалі більший розвиток «демократії участі», так і у бік відходу від норм демократії. Еволюція сучасних теорій демократії пов’язана з розумінням взаємозв’язку між ускладненням політичного простору, можливістю появи сучасних інституцій з нейтралізації «нових» викликів та загроз для мінімізації їх негативних наслідків і зростанням обсягу/розуміння прав і свобод, що в одних країнах веде до ситуації дедемократизації. А в низці інших країн до трансформації сучасного суспільства на суспільство «пост-демократії». Важливо зазначити, що правильно налаштовані демократичні процеси можуть сприяти більш стабільному, справедливому та мирному вирішенню проблем в країні, зокрема в умовах сьогодення в Україні. Political modernization, that is, a qualitative renewal of political structures, relations, institutions, and practices, is a process that ensures progressive development, which is especially important for transitional societies. Ideally, it is woven into the fabric of political democratization. In this case, political institutions, political activities and relations, the entire political process on the basis of democratic values receive an orientation to the identification and timely resolution of contradictions, to the search for forces and means that ensure the implementation of innovations that meet the pressing needs of society. There is experience of political modernization in developed countries, which other modern states, including Ukraine, are trying to apply as a conceptual model. The article describes the patterns of evolution of modern theories of democracy, and offers a comparative analysis of them. In modern theories of democracy, both shortcomings and significant advantages are noted, which, if they are taken into account in practice, make it possible to move forward in democratic development. Democratic development is a non-linear and ambiguous process. The transformation of the political institutions of democracy can go both towards the formation of a new quality of connections that ensure the ever greater development of “participatory democracy”, and towards a departure from the norms of democracy. The evolution of modern theories of democracy is connected with the understanding of the relationship between the complication of the political space, the possibility of the emergence of modern institutions to neutralize “new” challenges and threats to minimize their negative consequences, and the growth of the scope/ understanding of rights and freedoms, which in some countries leads to the situation dedemocratization And in a number of other countries, to the transformation of modern society into a “post-democracy” society.
